• RESOLUTION 77-018 <br /> A RESOLUTION PERTAINING TO THE ADDITION OF SELECTED <br /> MUNICIPALITIES TO MINNESOTA'S MUNICIPAL FINANCE STUDY <br /> WHEREAS, the 1976 Legislature gave the State Planning Agency <br /> $50,000 for a "study of local government fiscal problems, debt and <br /> fiscal management"; and in September, 1976 , a Legislative Advisory <br /> Commission approved $150,000 appropriation to expand said "STUDY" <br /> to a "broader study of general conditions of local governance in <br /> Minneapolis and St. Paul" , and <br /> WHEREAS, this so-called expanded "Study" eliminated all Minne- <br /> sota municipalities except Minneapolis and St. Paul from the "Study <br /> of local government fiscal problems . . . " , and <br /> WHEREAS, the State Planning Agency, assisted by the efforts of <br /> four to six full-time analysts and a professional research organiza- <br /> tion will only profile the fiscal problems of two Minnesota communi- <br /> ties representing only 17. 5% of the total State population and 34 .5% <br /> of the seven county metro area population (Metro Council and State <br /> Planning population estimates) , and <br /> WHEREAS, the "Study" will discriminate against a majority of <br /> State residents by not considering the fiscal , debt, and fiscal <br /> management problems faced by their municipalities , and <br /> • WHEREAS, said "Study" could provide Minneapolis and St. Paul <br /> with an unfair advantage if the results of it were used to solicit <br /> more State Aid from future legislatures . <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br /> OF ST. ANTHONY that the City Council supports in general the concept <br /> of a study of local government fiscal problems which would result in <br /> a representative sampling of State municipalities and not just the <br /> financial problems of Minneapolis and St. Paul; <br /> BE IT FURTHER RESOLVED BY THE CITY COUNCIL that the State Plan- <br /> ning Agency's study be enlarged by the addition of various suburban <br /> municipalities, including St. Anthony, and outstate municipalities <br /> to truly reflect financial problems of innesota ocal governments . <br /> Mayor <br /> &_�etel <br /> ATTEST: <br /> City Clerk <br /> Cit Man er <br /> • <br />
