J RESOLUTION 79-033 A RESOLUTION ESTABLISHING A CITIZEN i ADVISORY BODY TO ADVISE THE COUNCIL ON MATTERS RELATING TO A CABLE I COMMUNICATIONS FRANCHISE. i WHEREAS, the City Council of the City of St. Anthony is the ` official governing body of the City of St. Anthony empowered to provide for the public health, safety, and welfare of its citizens; and i WHEREAS, the City Council recognizes the need for a citizen advisory body to advise the Council on certain matters relating to franchising a cable communications system. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of St. Anthony in regular meeting assembled as follows : A. Establishment of the Commission. i 1. That a commission, which shall be named City of St. Anthony Cable Television Advisory Commission, shall be established to advise the City Council in relation to certain aspects of fran- chising a cable communications system in the City of St. Anthony. 2. That the Commission be composed of 5 members. The term • of the appointments shall be the length of the franchising process . 3. That the Commission shall be composed of members who shall be residents of the franchise area (cable service territory) . 4. That the members shall serve without compensation and may be removed from office at any time by the City Council . R. Duties of the Commission. The Commission is hereby directed to advise the City Council and to: 1. Research federal and state rules and regulations relating to cable communications . 2 . Familiarize themselves with current and potential services being offered by cable communications companies. 3. Assess communications needs in the community. 4 . Recommend to the City Council if a need has been determined, to proceed with the franchising process . The recommendation may be in the form of an invitation for applications for the fran- chise. •
