CITY OF ST. ANTHONY <br /> RESOLUTION 93-016 <br /> RESOLUTION CALLING FOR A PUBLIC HEARING ON <br /> PROPOSED AMENDMENTS TO A REDEVELOPMENT <br /> PLAN AND ON A PROPOSED TAX INCREMENT <br /> FINANCING PLAN <br /> BE IT RESOLVED, by the City Council of the City of St. Anthony, <br /> Minnesota (the "City"), as follows: <br /> 1. Proposed Redevelopment Plan and Tax Increment Financing; Plan. <br /> The Housing and Redevelopment Authority of the City of St. Anthony, Minnesota <br /> (the "HRA") and the City have previously approved a redevelopment plan, as <br /> defined in Minnesota Statutes, Section 469.002, subdivision 16, designated as <br /> Redevelopment Plan for Redevelopment Project Area 3 - Ramsey County, relating <br /> to Apache Plaza Shopping Center located in the City (the "Redevelopment Plan"), <br /> and a redevelopment project to be undertaken pursuant thereto, as defined in <br /> Minnesota Statutes, Section 469.002, subdivision 14 (the "Redevelopment Project"). <br /> The HRA has informed the City that it is considering amendments to the <br /> Redevelopment Plan and Redevelopment Project to include additional property <br /> located at the northeast corner of 39th Avenue Northeast and Silver Lake Road in <br /> the area subject to the Redevelopment Plan and assist in the redevelopment of such <br /> additional property. In order to finance the public redevelopment costs to be <br /> incurred by the HRA and the City in connection with the Redevelopment Plan and <br /> the Redevelopment Project as proposed to be amended, the HRA will also consider <br /> approving a tax increment financing plan (the "Financing Plan"), which will <br /> establish a tax increment financing district, as defined in Minnesota Statutes, Section <br /> 469.174, subdivision 9 ("District"). The HRA has requested that this Council hold a <br /> public hearing on the amendments to the Redevelopment Plan as required by <br /> Minnesota Statutes, section 469.028, subdivision 1 and Section 469.129, subdivision <br /> 6, and a public hearing on the Financing Plan as required by Minnesota Statutes, <br /> section 469.175, subdivision 4. <br /> 2. Public Hearing. A public hearing is hereby scheduled to be held on <br /> the proposed amendments to the Redevelopment Plan and on the proposed <br /> Financing Plan at 7:30 P.M. on Tuesday, March 23, 1993, in the Council Chambers. <br /> The City Manager is hereby authorized and directed to cause notice of such public <br /> hearing in substantially the form of Exhibit A hereto to be published in the official <br /> newspaper of the City not less than 10 days prior to the date of the hearing, and to <br /> provide the information required by Minnesota Statutes, Section 469.174, <br /> subdivision 2 to the appropriate governmental bodies. <br /> Passed by the Council this 9th day of February, 1 <br /> • <br /> yor <br /> Attest: 1.2U�✓1L.� <br /> Ci Clerk <br />
