Middle Mississippi River <br /> Watershed Management Organization <br /> • 250 South Fourth Street#300 Minneapolis, MN 55415 Tel(612)673-3179 Fax(612)673-5819 <br /> Meeting Minutes: July 28, 1999,Civil Rights Conference Room,Minneapolis City Hall, 1-2p.m. <br /> Commissioners in Attendance: Joe Biernat,Rick Getschow,Anne Webber,and Dean Zimmerman <br /> Staff and Guests: Bill Anderson,Mike Anderson,Lois Eberhart,Tom Frame,Patience Olson,Jodi Polzin and Brook Waalen <br /> The meeting was called to order at 1:05p.m. <br /> Approval of Agenda: Motion for approval of the agenda was passed unanimously. <br /> Approval of Commission Minutes from May 19, 1999: Motion for approval of the minutes was passed unanimously. <br /> Insurance Coverage: Tom Frame reported that the Insurance Coverage was at the minimum amount possible: $2,413. Motion <br /> to approve the insurance coverage was passed unanimously. <br /> • Technical changes were made to the MMRWMO boundary to better reflect actual conditions and <br /> to remedy situations where the boundary split parcels.The boundary was also adjusted to include a portion of the <br /> Basset Creek Watershed in anticipation of the acquisition of this piece of land.The Basset Creek&Middle <br /> Mississippi River proposed boundary change is moving ahead.One-third of the Basset Creek municipalities have <br /> signed on.Finally,a letter concerning the boundary change has been sent to BWSR for review and comment. The <br /> MMRWMO Final Draft Watershed Plan, 1999 reflects these changes. <br /> • • Because of boundary changes,Minneapolis' share of the operating cost will increase slightly;the <br /> other municipalities will stay the same or decrease slightly. Dates for budget initiation have been modified. JCA <br /> article VI,subd.6,was changed to better reflect the timeline requirements according to the Minnesota Statutes. <br /> Adoption of Capital Improvement Budget,June 1. MMRWMO staff offered to attend council/commissioner meetings <br /> to explain the budget,timelines,etc.to member communities(contact Bill Anderson for more information, 612-673- <br /> 3179). <br /> MMRWMO Watershed Management Final Draft Plan: Future amendments were of concern to the Board. It was clarified <br /> that minor amendments are done on the board level and major amendments are brought to BWSR and then to the Board.The <br /> MMRWMO Final Draft Watershed Management Plan was approved by the Board. <br /> Chair Biernat moved to distribute the MMRWMO Watershed Management Final Draft Plan to the Reviewing Agencies as <br /> described under Minnesota Statutes,MMRWMO TAC,MMRWMO CAC,and other entities. <br /> Staff Report: <br /> • Legislative Update and Twin Cities Metro Area Watershed Network(TCMAWN)-The Department of Revenue <br /> refused the MMRWMO the right to levy.On the advice of the MMWWMO legal staff, <br />
