CITY OF ST. ANTHONY <br /> RESOLUTION 00-085 <br /> • A RESOLUTION RELATING TO THE INFILTRATION/INFLOW <br /> RATIO IN THE CITY OF ST. ANTHONY <br /> WHEREAS, the City of St. Anthony has experienced wastewater backups in sewer service lines <br /> due to increased flow rates during rainfall and snowmelt conditions; and <br /> WHEREAS, the Metropolitan Council has established a peak month flow to low month flow <br /> ratio goal of 1.68 for the City of St. Anthony, and <br /> WHEREAS, the City of St. Anthony has accepted the goal through the Comprehensive Plan <br /> process, and <br /> WHEREAS, the Infiltration/Inflow (UI) Analysis study prepared by WSB &Associates, Inc. for <br /> the City of St. Anthony identified several sources of the I/I in the system and proposed a program <br /> to reduce the system UI, and <br /> WHEREAS, the City of St. Anthony has requested an amendment to the Comprehensive Plan to <br /> increase the capacity of the Harding Street lift station and reroute the discharge to the City of <br /> Minneapolis through the gravity sewer line on 36' and Edward as proposed in the UI analysis, <br /> and <br /> WHEREAS, the Metropolitan Council is concerned that the lift station flow increase is not in <br /> • compliance with the City's effort to achieve the I/I reduction goal and has requested additional <br /> confirmation of the City's commitment to the goal, and <br /> WHEREAS, the maximum peak flow ratio between 1996 and June 2000 has been 1.7 tol.8 <br /> except for the extreme flooding during July 1997, and <br /> WHEREAS, the City of St. Anthony is currently involved in an extensive stormwater <br /> improvement project to reduce street and basement flooding which should indirectly reduce the <br /> I/I in the sanitary sewer system. <br /> NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF ST. ANTHONY: <br /> The City of St. Anthony is committed to continue efforts to reduce the M flow in the sanitary <br /> sewer system and meet the defined peak ratio goal of 1.68 in accordance with the following <br /> schedule and tasks as discussed in detail in the I/I Analysis Report; <br /> Task Schedule ` <br /> 1. Require "point-of-sale" correction of private property Ongoing Since 1998 <br /> connections <br /> 2.
