Larson, Liquor Operations Manager <br /> Subject: Staff Report <br /> Date: 11/07/2000 <br /> For City Council consideration; I would like to offer a resolution preventing the <br /> sale of alcohol from dispensaries other than duly authorized off-sale liquor stores <br /> within the City of St. Anthony Village. Attached you will find an example of a <br /> resolution pertaining to this matter. You will also find an attachment regarding the <br /> Minnesota Municipal Beverage Association's position against this proposal. As <br /> President of this association, I will be traveling around to other cities speaking in <br /> favor of this resolution. <br /> About thirty cities have passed the same or similar resolution. A partial list of <br /> those cities are; Nisswa, Buffalo, Lindstrom, Spring Lake Park, Battle Lake, <br /> Mazeppa, Savage, Renville, Proctor, Braham, Sacred Heart, Morris, Walker, <br /> Hutchinson, Edina, Clarissa, Alexandria, Ivanhoe, Park Rapids, Lonsdale, <br /> Warroad, Hawley, Two Harbors, Shorewood, Lakeville, Randall and Litchfield. <br /> This list was last updated in early October. Many more cities are reviewing this <br /> resolution in November. <br /> • My reasons for offering this resolution are as follows: <br /> • I believe it is this council's goal to prevent youth access to alcohol and also to <br /> control the sale of alcohol. <br /> • 1 believe that the sale of alcohol in grocery and convenience stores will have a <br /> negative effect on preventing drunk driving. <br /> • 1 believe that the sale of alcohol in grocery and convenience stores will have a <br /> detrimental economic impact on our Off-Sale Municipal Liquor Operation. <br /> Currently we do not allow persons under 21 years of age in our Off-Sale Liquor <br /> Stores unless a parent or guardian accompanies them. Grocery and convenience <br /> store could not enforce that policy. <br /> I will be available for questions or comments at the November 14th, 2000 council <br /> meeting. <br /> • <br />
