• CITY OF ST. ANTHONY <br /> RESOLUTION 01-070 <br /> A RESOLUTION APPROVING THE NORTHWEST QUADRANT <br /> PLAN AND AUTHORIZING PROCEEDING WITH <br /> THE SECOND PHASE OF THE PROJECT <br /> WHEREAS, a redevelopment study on the 250 acre northwest quadrant of the City, including the <br /> Apache Plaza and Salvation Army sites, commenced with the appointment of a resident <br /> Steering Committee on October 24, 2000; and <br /> WHEREAS, a draft plan was presented by Dahlgren, Shardlow and Uban, Inc. (DSU) to the St. <br /> Anthony Planning Commission on June 17, 2001; and <br /> WHEREAS, the Planning Commission recommended approval of the Plan and that the Council <br /> adopt it and implement the following findings found in the report: <br /> • The proposed Concepts and uses for the redevelopment of the area presented <br /> in the report are consistent with the City's Comprehensive Plan as amended. <br /> • The proposed Concepts in the report are consistent with the Metropolitan <br /> • Council's Smart Growth Initiative. <br /> • The Master Framework Plan provides the development community with a clear <br /> expression of the City's vision for the area, yet still flexible enough to <br /> accommodate high-quality developers. <br /> • The report and the Concepts contained in the Report genuinely reflects the <br /> community's wishes for the area. <br /> • The Concepts contained in the Report will benefit the City by, among other <br /> things, improving the Silver Lake water quality, restoring high-quality, and <br /> viable uses to the site, restoring a sense of place to the site, and providing some <br /> open space or other pedestrian-friendly amenities so that the area will be <br /> accessible and inviting to all residents. <br /> • The Concepts presented in the Report, while being financially challenging, <br /> contain some reasonable hope of feasibility. <br /> • The City remain conscious of the on-going expenses in trying to achieve <br /> redevelopment. <br /> WHEREAS, the final report by DSU, Inc. was presented to the St. Anthony City Council on July 24, <br /> 2001. <br /> NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of St. Anthony hereby <br /> approves the following: <br />
