EHLERS <br /> Associn - ES INC MEMORANDUM <br /> DATE: June 18, 2003 <br /> TO: Mike Mornson—City Manager <br /> FROM: Stacie Kvilvang—Associate Financial Advisor <br /> RE: LCDA Grant Application <br /> The Metropolitan Council Livable Communities Demonstration Account is designed to fund a <br /> variety of community development projects through loans or grants that link development and <br /> redevelopment with transit, link affordable housing with employment growth areas, intensify <br /> land use that leads to more compact development/redevelopment, encourage public infrastructure <br /> that connects urban and suburban communities, attracts private sector investment, or provides <br /> employment opportunities to residents. <br /> For the 2003 funding round, staff would like to submit an application for an $850,000 <br /> implementation grant that would be utilized for development of a central park with lighting, <br /> kiosks, benches, etc, as well as improvements to the storm water and infiltration ponds. If <br /> awarded funds, the City will be able to assure that the public park will be developed as originally <br /> envisioned by the City Council and Task Force and that the existing water quality issues can be <br /> adequately addressed. <br /> Application will be submitted to The Metropolitan Council on June 30, 2003, and funds will be <br /> awarded by them in November.
