CITY OF ST. ANTHONY <br /> • STATE OF MINNESOTA <br /> RESOLUTION 06-080 <br /> RESOLUTION AUTHORIZING THE ADOPTION OF THE <br /> ICMA RETIREMENT CORPORATION'S <br /> VANTAGE HEALTH CARE SAVINGS PLAN <br /> FOR ELIGIBLE CITY EMPLOYEES <br /> WHEREAS, the City of St. Anthony values its employees; and <br /> WHEREAS, the City of St. Anthony is interested in establishing an opportunity <br /> for eligible employees to participate in a health care savings plan <br /> that would defray some of the costs of post employment health- <br /> related expenses using pre-tax dollars as allowed under IRS <br /> regulations; and <br /> WHEREAS, City staff has reviewed those post-employment Health Care <br /> Savings Plans (HCSP) as allowed under Minnesota state statute <br /> #352.98; and <br /> • WHEREAS, as participants of an HCSP, City employees will defer a portion of <br /> their bi-weekly salary for deposit into an HCSP for the payment of <br /> eligible health insurance premiums and/or healthcare expenses <br /> after the separation of service from the City of St. Anthony; and <br /> WHEREAS, there will be no contributions from the City into the plan other than <br /> those designated by the employee; and <br /> WHEREAS, the City Council has determined that the establishment of the <br /> health care savings plan (HCSP) serves the above objectives; and <br /> NOW, THEREFORE, BE IT RESOLVED, the City Council of the City of St. <br /> Anthony hereby adopts the Plan in the form of the ICMA Retirement <br /> Corporation's VantageCare Retirement Health Savings program for <br /> eligible City employees and the City Manager or designee is hereby <br /> authorized to execute the Health Care Savings Plan on behalf of the City. <br /> BE IT FURTHER RESOLVED, the City of St. Anthony Personnel Policy is <br /> amended to include the Health Care Savings Plan as adopted by the City <br /> Council. <br /> • <br /> FACouncil Meetings\2006\10242006\2006 res HCSP.doc <br />
