• CITY OF ST. ANTHONY <br /> Resolution 06-082 <br /> A RESOLUTION APPROVING THE JOINT POWERS AGREEMENT WITH <br /> RAMSEY COUNTY FOR USE OF YARD WASTE MANAGEMENT SITES <br /> WHEREAS, Ramsey County operates a yard waste management system, which <br /> includes seven sites for the collection of yard waste from Ramsey County <br /> residents; and <br /> WHEREAS, Yard Waste Policy #4 in the Regional/Ramsey County Solid Waste Master <br /> Plan states, "Ramsey County will not allow residents of other counties or <br /> allow commercial yard waste haulers/collectors, lawn services, or tree <br /> services to use County yard waste sites," and <br /> WHEREAS, a portion of the City of St. Anthony is within Ramsey County, and City <br /> residents within that area may use the County's yard waste sites, but <br /> those City residents not in Ramsey County are not allowed to use the <br /> County's yard waste sites; and <br /> WHEREAS, the City would like to provide additional yard waste management <br /> • opportunities to all of its residents, whether they reside in Ramsey County <br /> or Hennepin County; and <br /> WHEREAS, Ramsey County is willing to make yard waste services available to the <br /> City of St. Anthony for a reasonable cost, and provide an exception to <br /> Yard Waste Policy #4 to address the practical difficulties of providing <br /> yard waste services for residents of the City because this City has <br /> significant population in two counties; and <br /> WHEREAS, the City and County have determined that an annual payment of$5,000 <br /> from the City of St. Anthony to Ramsey County for use of its yard waste <br /> services, for the period of January 1, 2007, through December 31, 2011, will <br /> compensate the County adequately for the additional burden on its yard <br /> waste system; <br /> NOW, THEREFORE, BE IT RESOLVED, the City of St. Anthony approves the Joint <br /> Powers Agreement between the City of St. Anthony and Ramsey County for use of <br /> Yard Waste Management Sites, for the period of January 1, 2007, through December 31, <br /> 2011. <br /> • <br /> FACouncil Meetings\2006\11142006\resRamsey County joint powers.doc <br />
