ANTHONY <br /> • RESOLUTION 07-035 <br /> A RESOLUTION PROVIDING CITY COUNCIL APPROVAL FOR THE <br /> SUBMITTAL OF THE TRANSIT FOR LIVABLE COMMUNITIES NON- <br /> MOTORIZED TRANSPORATION PILOT PROGRAM (NTP) <br /> FOR SILVER LAKE ROAD <br /> WHEREAS, The Non-Motorized Transportation Pilot Program(NTP), established by <br /> the Safe Accountable Flexible Efficient Transportation Equity Act: A <br /> Legacy for Users (SAFETEA-LU), establishing a grant program providing <br /> communities with the opportunity to reduce the amount of driving by <br /> improving conditions for bicycling and walking within a community; and <br /> WHEREAS, the City Council, who are committed to sidewalks and trails, adopted a <br /> mission statement for the City stating, "Our mission is to be a progressive <br /> and livable community, a walkable village, which is safe and secure"; and <br /> WHEREAS, the City has worked to make St. Anthony a walkable community by <br /> incorporating sidewalks as the Bart of street reconstruction projects, such <br /> as 29th Avenue NE in 2000, 39 Avenue NE in 2005, and the proposed <br /> 2007 sidewalk installation along Old Highway 8 and Highcrest Road; and <br /> • WHEREAS, the City has worked with various governmental and public agencies, <br /> including Ramsey County, Hennepin County, Three Rivers Park District <br /> and Independent School District 282, on many projects to support and <br /> participate in the construction of sidewalk, trails, and crosswalks to <br /> enhance safe walking and biking routes to community schools and parks; <br /> and <br /> WHEREAS, the existing sidewalks along Silver Lake Road from St. Anthony <br /> Boulevard to 37th Avenue NE are: discontinuous, substandard, narrow, <br /> and in need of complete replacement; and <br /> WHEREAS, St. Anthony Middle School and St. Anthony High School reside to the east <br /> of the intersection of 33`d Avenue NE and Silver Lake Road, where the <br /> existing Silver Lake Road sidewalk does not extend along the east <br /> boulevard of Silver Lake Road; and <br /> WHEREAS, construction of sidewalks on both sides of Silver Lake Road are proposed <br /> as part of the reconstruction of Silver Lake Road between St. Anthony <br /> Boulevard and 37th Avenue NE in 2008; and <br /> • <br />
