• CITY OF ST. ANTHONY VILLAGE <br /> RESOLUTION 08-036 <br /> A RESOLUTION AMENDING THE CITY'S STREET ASSESSMENT POLICY TO <br /> ALLOW FOR THE ASSESSMENT OF RESIDENTIAL PARCELS ON MUNICIPAL <br /> STATE AID ROUTES AT A LEVEL NOT TO EXCEED THE COST TO CONSTRUCT <br /> LOCAL INTERIOR STREETS AND OTHER MINOR AMENDMENTS <br /> WHEREAS, the City of St. Anthony currently funds reconstruction of interior roads <br /> through the 429 process, which requires a minimum of 20% of the bond <br /> amount to be assessed to the benefited property owners; and <br /> WHEREAS, the 429 program is currently not available for funding Municipal State Aid <br /> Routes under the City's Assessment policy, as the City does not assess the <br /> benefits to the adjacent residential landowners; and <br /> WHEREAS, the City's current assessment policy anticipates that funding levels from the <br /> State would be adequate to replace existing utilities and street surfaces on <br /> the State Aid system; and <br /> • WHEREAS, the funding levels from the State of Minnesota are not adequate to meet the <br /> demands of our aging infrastructure; and <br /> NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of St. Anthony <br /> Amend the City's Street Assessment Policy to Allow for the Assessment of the Residential <br /> Parcels on Municipal State Aid Routes at a Level Not to Exceed the Cost to Construct Local <br /> Interior Streets: and other minor amendments as presented to the Council on May 27, 2008. <br /> Adopted this 27th day of May, 2008 <br /> ayor <br /> ATTEST: l C� <br /> City Clerk <br /> • Reviewed for administration: 0l 9L— <br /> City Manager <br /> Z:ICounci!Meelings12008103272008IRes MSA Road Assessments.doc <br />
