CITY OF ST. ANTHONY <br /> RESOLUTION 12-028 <br /> A RESOLUTION ADOPTING AND CONFIRMING ASSESSMENTS <br /> FOR THE 2012 STREET AND UTILITY IMPROVEMENTS <br /> 1. The amount proper and necessary to be specially assessed at this time for various public <br /> improvements is 35%assessable as follows: <br /> First Year <br /> Years First Year Levy Collectible Assessed <br /> 15 2012 2013 $474,279.55 <br /> For improvements to the following: <br /> 1. Street and Utility Reconstruction <br /> ■ Belden Drive from 36'''Avenue NE to 34h Avenue NE <br /> • Coolidge Street from 36`x'Avenue NE to 34'h Avenue NE <br /> • 35�h Avenue NE from Belden Drive to Harding Street <br /> 2. Coolidge/Harding Backyard Drainage Improvements <br /> 3. Lowry Drive Drainage Improvements <br /> against every assessable lot, piece, or parcel of land affected thereby has been duly calculated upon <br /> the basis of benefits,without regard to cash valuation, in accordance with the provisions of <br /> Minnesota Statutes, Chapter 429,and notice has been duly published,as required by law that this <br /> Council would meet to hear, consider and pass upon all objections, if any, and said proposed <br /> assessment has at all time since its filing been open for public inspection and an opportunity has been <br /> given to all interested persons to present their objections if any, to such proposed assessments. <br /> 2. This Council, having heard and considered all objections so presented, finds that each of the lots, <br /> pieces and parcels of land enumerated in the proposed assessment was and is specially benefited by <br /> the construction of said improvement in not less than the amount of the assessment set opposite the <br /> description of each such lot, piece and parcel of land respectively,and such amount so set out is <br /> hereby levied against each of the respective lots, pieces and parcels of land therein described. <br /> 3. The proposed assessments are hereby adopted and confirmed as the proper special assessments for <br /> each of said lots, pieces and parcels of land respectively,and the assessment against each parcel, <br /> together with interest at the rate calculated at 2%over the interest cost per annum on the bonds to be <br /> issued by the City for said improvement,accruing on the full amount thereof unpaid, shall be a lien <br /> concurrent with general taxes upon parcel and all thereof. The total amount of each such assessment <br /> not pre-paid shall be payable in equal annual principal installments extending over a period of years, <br /> as indicated in each case. The first of said installments,together with interest on the entire <br /> assessment for the period of January 1,2012 through December 31, 2012 will be payable with <br /> general taxes for the levy year of 2012 collectible in 2013,and one of each of the remaining <br /> installments,together with one year's interest on that and all other unpaid installments, will be <br /> payable with general taxes for each consecutive year thereafter until the entire assessment is paid. <br /> 4. The owner of any property so assessed may,at any time prior to certification, make payments <br /> (partial or full)towards the balance owed. The owner may, at any time after certification, pay the <br /> whole of the assessment, with interest accrued to the date of payment, except that no interest be <br /> charged if the entire assessment is paid by November 30th of the assessment year. <br /> F.ICouncd Meehngs11011101181011 Utes Adopting Confirming Assessments doer <br />
