Discussion of Ramsey County/Silver Lake Road project including signal <br /> installation at 39th and Silver Lane and Silver Lake Road. I talked to Dean <br /> Anklan, Ramsey County Engineer, this week and he indicated that if we could <br /> not acquire the easements for the project the county would probably scrap the <br /> project. I informed him that at no time until early this spring were we <br /> informed of or requested to acquire the easements and made no agreement that <br /> we would acquire them except that I told them I would attempt to get them <br /> signed. I don't feel it is our duty or obligation to obtain them and further- <br /> more we have fax fewer resources and personnel to do the job with. <br /> ACTION: Council <br /> 8. New Business <br /> a. Kiwanis Peanut Sale-Vern Peterson. Mr. Peterson will be at the meeting <br /> to request permission of the Council for the Kiwanis to sell peanuts again <br /> this year. <br /> b. Michael Carroll regarding driveway. Mr. Carroll lives at 3829 Foss Road <br /> which is the first lot south of the unimproved city right of way for 39th <br /> Avenue N.F. The rear of his property ab utts the holding pond and St. Anthony <br /> Millwork is across the unimproved right of way from him. When we regraded <br /> the right of way recently we rebuilt Mr. Carroll's driveway which comes <br /> from the back of his house unto the right of way and then out unto Foss Road. <br /> This is the second time we have redone his drive when the right of way was <br /> altered. He and his wife have informed me that they feel that the drive is <br /> not safe as we redid it. <br /> ACTION: Recommend we either inform Mr. Carroll he will have to be satisfied <br /> with the drive or improve 39th Avenue N.F. by regrading, paving and install- <br /> ing curb and gutter and provide him with an altered access and assess him <br /> for the benefit. Another alternative would be for him to make his access <br /> off of Foss Road which would solve his problem. <br /> c. George Wynn re: Village Celebration. Mr. Wynn will be at the meeting to <br /> request permits, etc. for the meeting. <br /> Is ACTION: Recommend we waive fees and grant permits. <br />
