N CITY OF ST. ANTHONY
COUNCIL AGENDA
January 28, '75
1. Call to Order
2. Roll Call
3. Council Minutes--January 14 & 7th
4. Council Board Reports
a. Human Relations Minutes 1/21/75
b. Planning Board Minutes 1/14/75
5. Public Hearing
6. Ordinances/Resolutions
a. Resolution re: Housing & Community Development Act. Mayor Miedtke
and myself have been reviewing correspondence and attending meetings re-
garding the Community Development Act and our joining with other
communities in Hennepin County to qualify as an Urban County under the
Act. Hopefully by Tuesday we will have a joint powers agreement and
other information for the council to consider.
b. Resolution re: Metro Council as HRA. The attached memo from the
Metro Council explains the rent assistance program that the Metro Council
would administer for us if we name them as our HRA. We would receive
credit under policy 31 for this program.
7. Old Business
a. Sewer Rate Change. We have reviewed the cost of administering the
sewer billing under the rate structure the Council discussed at the last
meeting and there would be little additional cost.
ACTION: Recommend we direct attorney to draft new ordinance.
8. New Business
a. Appointment of Planning Commission members.
9. Communications
a. Metro Waste Control regarding Metro Sewer Act. I include this letter
primarily for your information but in addition, I would suggest that we
direct our City Engineer to prepare a comprehensive sewer plan for the
City so we can submit it for approval.
10. Reports
a. Investment Report. As we all know interest rates have been unusually
high this year and we can attribute much of the increase in income Loathe
higher rates. In addition, though, part of the increase is due to the
good job Carol has done in keeping City funds invested. I feel she
should be commended for a job well done.
ACTION: File
b. Police & Fire Report. If you have any questions, please call.
c. Larry Hamer re: overtime. The winter has been rather bad as far as
making and keeping good ice goes.
