-2- <br /> 8, New Business <br /> a. Letter from Larry Thompson, Wayzata City Manager regarding police <br /> standards study. The attached letter is self explanatory and I feel we <br /> should become involved however, we do not have sufficient funds budgeted. <br /> ACTION: Recommend council authorize budget transfer from Special Police <br /> fund. <br /> 9. Communications & Petitions <br /> a, Roscoe Smith - Park signs on Macalaster Drive South of 39th Avenue. <br /> ACTION: Recommend we leave parking restrictions as they are as I don't <br /> believe there is any solution that will make everyone happy, <br /> b. Apache Plaza regarding Circus - letter attached <br /> ACTION: Recommend approval subject to furnishing certificate of insurance <br /> etc. I suggest we make Apache responsible for water bill instead of <br /> Circus owner, <br /> c. Pioneer Paper regarding paper - letter attached. <br /> ACTION: Recommend that- the maintenance Department be responsible for <br /> loading truck and income be retained by City rather than having civic <br /> groups do it, otherwise I feel we will have a real litter and nusiance <br /> problem, <br /> d. Agreement - Metro Waste Control- The attached agreement is to allow <br /> the metro sewer board to replace and maintain the meter in the Foss Road <br /> • lift station. In addition the agreement calls for installation of a gate <br /> valve to be installed and for St. Anthony to pay up to $300,00 of the cost. <br /> The valve is not necessary but will make it easier for Metro Sewer to service <br /> the meter and for St. Anthony to repair the lift station, <br /> ACTION: -Recommend approval subject to the attorney and engineer approving <br /> the agreement they both have received copies. <br /> 10.
