® 9. Communications/Petitions <br /> A. Memo from Jerry Dulgar regarding resignation. Memo attached. <br /> ACTION: Council <br /> B. Mr. Robert Pulscher of Springsted Incorporated Municipal <br /> Consultants regarding review of our long term debt report <br /> as prepared by Jim Fornell. Letter Attached. I want to <br /> comment on each of Mr. Pulscher' s recommendations . (1) We <br /> are proceeding to collect the dropped or deferred assessments <br /> (2) I agree that internal financing should only be short <br /> term, however, I would recommend that the City wait by either <br /> internally financing or selling short term bonds until we <br /> are in a position to sell $500,000 or more in long term bonds . <br /> This will cut administrative costs and headaches. (3) Mr. <br /> Pulscher's last point I question somewhat. I feel we should <br /> use at least $100,000 to $150,000 to rebuild our general <br /> fund reserve. Granted some of the money was paid by people <br /> now living here but, much was paid by people who have left <br /> also and I don't see this changing much, so when the Council <br /> decides to spend the money will have little effect. <br /> Regarding the capital improvements in Central Park, I differ <br /> with Mr. Pulscher' s earlier comments that we haven' t done any- <br /> thing there. In the last six years we have added a new <br /> • warming house, replaced the hockey rink, added 2 tennis courts, <br /> with more currently being approved and awaiting construction, <br /> we have resurfaced all the other tennis courts, we have added <br /> a teen center, a senior citizens center is planned, we have <br /> added additional horseshoe pits, we have added considerable <br /> plantings, much of which have been destroyed by vandals, we <br /> added a small shelter which was destroyed by vandals and paths <br /> are planned. The school district has added a patio to the <br /> year around swimming pool. I suppose there could be some <br /> frills like lighting, added but I don't know what you add to a <br /> small area like this that has, 1 soccer field, 1 football <br /> field, 4 ball diamonds, 1 free skating area, 1 hockey rink, <br /> 1 teen center, horseshoe pits, 6 tennis courts with 2 more <br /> on the way, swimming pool with patio, gym, planting, nursery, <br /> wading pool, track and basketball court. Moreover, many of <br /> the frills that could be added I feel w auld be destroyed in <br /> short order by vandals while the other user stands by and <br /> watches. <br /> C. Association of Metropolitan Municipalities - memo and dues <br /> statement. <br /> ACTION: Recommend we approve dues. <br /> D. Letter from Mrs . Jean Wagner regarding damages done to her house <br /> on 29th Avenue N.E. I have forwarded the letter to our <br /> • Attorney and Insurance Company. <br /> (2) <br />
