• 9 . Communications/Petitions <br /> A. Letter from Larry Vickrey, City Attorney re: Chapter 182 of <br /> the 1977 Minnesota Session Laws - Informational. <br /> ACTION: File. <br /> B. Letter from State of Minnesota re: 1977-78 Levy limit base <br /> per capita. The City will be able to increase our levy limit <br /> base by over $75, 000. 00. Because or our need for these funds <br /> I recommend that we apply immediately. As the letter indicates <br /> we will still be eligible to take the 10% increase with the <br /> reverse referendum possibility if we need it in either 1977 or <br /> 1978. <br /> ACTION: Recommend Approval. <br /> C. Memo from Bill Budolfson, Senior Citizen Committee and Jim <br /> Fornell re: proposed Senior Citizens Center. I feel some of <br /> the estimates are low but there should be adequate funds for <br /> the project. <br /> ACTION: Recommend Approval. <br /> D. Letter from AMM re: Annual Report - Informational. <br /> ACTION: File. <br /> • E. Discussion of taking action to convince Minneapolis to remove <br /> deal Elm trees in St. Anthony. The Minneapolis Park Board <br /> has numerous dead and dying Elm trees on Stinson Boulevard and <br /> Gross Golf Course in the City of St. Anthony. Staff members <br /> have contacted them and requested that the trees be marked and <br /> removed. Most of these have not been and Minneapolis staffers <br /> contacted by phone and letter have refused or neglected to even <br /> acknowledge the letters or calls . We even offered to mark <br /> the trees if they were too busy and received no response. I <br /> would recommend that a letter go from the Mayor to the Minneapolis <br /> Council with a carbon copy to the Minnesota Department of <br /> Agriculture. <br /> ACTION: Council. <br /> F. Memo from Jim Fornell re: Monument or ground signs. Memo <br /> attached. <br /> ACTION: Council. <br /> G. Memo from Jim Fornell re: C.D.B.G. Tennis Court Construction <br /> Eligibility. I concur with Jim' s recommendation that we try to <br /> use our CD grant for the courts. In addition though, I would <br /> recommend that we apply for state funds for a volleyball court. <br /> • Outdoor volleyball courts are popular with young people and <br /> there are several locations where we would have room. <br /> H.
