Due to staff limitations and to provide for <br /> review of planning proposals, this -is necessary. <br /> ACTION: Recommend Approval <br /> 7. Old Business <br /> A. Drug Abuse Task Force/Information Committee. Councilman <br /> Stauffer would like to have the award from the Minnesota <br /> Council on Health presented to the Task Force at this meeting. <br /> The program is presently in the transition period between the <br /> Task Force and the Information Committee—the action group <br /> and Council action is necessary on organization, functions , <br /> powers and funding. Memos from Councilman Stauffer are en- <br /> closed. <br /> ACTION: Present award, review operational aspects of <br /> the Information Committee. <br /> B. Deferred Assessments Policy - continued from September 27th <br /> meeting. The City Attorney feels the Council must adopt a <br /> policy by resolution or ordinance. Unless the Council can <br /> decide on an approach at the October llth meeting, it will take <br /> staff some time to prepare a suggested policy which the Council <br /> could adopt at the October 25th meeting. However, that may <br /> give the residents only two days to elect to defer the assess- <br /> ment, if they qualify. Unpaid assessments are certified to <br /> the County on October 28th. The law may permit deferral of <br /> certified assessments , however. <br />
