CITY OF ST. ANTHONY <br /> COUNCIL MINUTES <br /> SPECIAL MEETING <br /> November 13, 1979 <br /> The meeting was called to order at 6: 05 p.m. by Mayor Haik. <br /> Present: Haik, Letourneau, Ranallo, Sundland and Sauer. <br /> Also present: Fornell, City Manager. <br /> Fornell made a presentation on the status of the fire department <br /> contract negotiations and mediation. He traced the creation of <br /> the department, original wages and benefits, wage and benefit <br /> gains over the past decade, and compared St. Anthony wages and <br /> benefits with other suburbs, their size and assessed valuation. <br /> Per capita costs were shown to be far higher in St. Anthony than <br /> most other suburbs. <br /> Councilman-elect Marks arrived at 6:20 p.m. <br /> Concern was expressed particularly about the substantial amount of <br /> vacation time employees receive in comparison to other cities. <br /> After considerable discussion, the Council expressed support for <br /> the direction of the mediations and indicated a willingness to pay <br /> for labor relations assistance, if necessary. It was hoped a reason- <br /> able settlement could be reached, however. <br /> The Council then discussed the salary of Fornell, who requested a <br /> salary reconsideration and to be put on a January 1 - December 31 <br /> salary year, the same as other employees. Differing opinions were <br /> offered about the merits of such a change. <br /> Fornell also said his total 1979 compensation reflected a not "fully <br /> satisfactory" performance appraisal, which he felt was unrealistic <br /> and cited some work examples. Concern was expressed about the wage- <br /> price guidelines and reopening discussion about salary. <br /> Marks suggested a management-by-objectives approach to compensation. <br /> Fornell said he specified work objectives in January, 1978 and felt <br /> he had substantially met them. <br /> After some discussion, the Council agreed to discuss the matter at <br /> 6 p.m. on December 4 . Meetings were scheduled for December 4 and <br /> 18 and the November 27 and December 25 meetings canceled. <br /> The meeting was adjourned at 7 :20 p.m. <br /> Mayor <br /> ATTEST: � . <br /> City Clerk <br />
