Approval of the December 8, 2003 City Council Meeting Agenda. Action requested. <br /> II. Proclamations and Recognitions. <br /> • A. An Appreciation Plaque will be presented to Councilmember Amy Sparks. <br /> III. Community Forum. <br /> Individuals may address the City Council about any item not included on the regular <br /> agenda. Speakers are requested to come to the podium, state their name and address <br /> for the Clerk's record and limit their remarks to five minutes. Generally, the City Council <br /> will not take official action on items discussed at this time, but may typically refer the <br /> matter to staff for a future report or direct that the matter be scheduled on an upcoming <br /> agenda. <br /> IV. Consent Agenda. <br /> These items are considered routine and will be enacted by one motion. There will be no <br /> separate discussion of these items unless a Councilmember or citizen so requests, in <br /> which event the item will be removed from the Consent Agenda and placed elsewhere <br /> on the agenda. <br /> A.
