joint agreement now being finalized with the City of Columbia Heights and that <br /> the area #3 project was under negotiation with the Village of New Prighto». <br /> Mr. Kenneth Lee asked what the estimated costs would be on the South Snore of <br /> Silver Lake. Mr. Olson informed him that the assessment was estimated at 26.40 <br /> per 100 square feet. Mr. William Keefer asked if the area #5a Internal Storm <br /> Sewer Drainage District #4, was to be put in at this time. Mr. Olson replied, <br /> Not until the outlet is worked out with New Brighton and the Village Council <br /> decides to proceed. Mr. Keefer asked if other areas in the Village had in- <br /> ternal storm sewer as the one proposed in area #5• Mr. Olson explained in <br /> general the major drainage districts in the Village and how they were drained <br /> by similar systems as the one under discussion. Mr. Haik, Village Attorney, <br /> stated to those present at the hearing that if they had any questbns on the <br /> projects as explained they should raise them at this time. Mr. Keefer stated <br /> that some of the area had good surface drainage . Mr. Olson explained that the <br /> $178,000.00 represented a closed conduit system and that the final approved <br /> system could utilize as much open ditch system as is possible. Mr. Kenneth Lee <br /> asked if Federal Funds were available for storm sewer construction. Mr. Olson <br /> and Mr. Haik both indicated that to their knowledge no funds were available <br /> except through participation in state road drainage costs. Mr. Olson added <br /> that funds were available for ponding and Park and Recreation areas. <br /> Mr. Lee asked the assessed cost on area #4 and Mr. Olson informed him that the <br /> estimated cost was $2.90 per 100 square feet or $1267.00 per acre. <br /> • Mayor pro tem Dougherty asked if there were any further questions on areas <br /> 3, 4, and 5. There being none, this portion of the hearing was declared closed. <br /> The improvement of Roosevelt Court and Macalaster Drive by curb and gutter and <br /> asphalt surfacing was next discussed. Mr. A.M. Nordstrom asked the methods <br /> used in the assessment of street improvements. Mr. Olson explained that <br /> straight roadways were usually assessed on a lineal foot basis and that a <br /> cul de sac was assessed on a per lot basis. He also added that the Council <br /> would determine the method to be applied to the proposed street improvements. <br /> Mr. Nordstrom asked what policy was used on corner lots. Mr. Olson stated that <br /> usually the policy was to assess the total frontage of the lot and 1/3 of the <br /> side footage. <br /> Mr. Kenneth Lee asked if the City of Minneapolis was contributing funds for <br /> the Stinson Boulevard Outlet. Mr. Olson said that they were included in the <br /> original cost and that Columbia Heights had an agreement with the City of <br /> Minneapolis on any enlargement of the drainage facility. <br /> Mayor pro tem Dougherty asked if there were any further questions on the street <br /> improvements as proposed. There being none, the hearing on this portion of the <br /> proposed improvements was declared closed. <br /> The Mayor pro tem asked if there were any questions on the proposed sewer and <br /> water line extensions to serve the Pat Pen Addition. There being none, the <br /> hearing on this portion of the proposed improvements was declared closed. <br /> • George Erickson, representing the Park and Recreation Board discussed the <br /> Minutes of the Board's June 2, 1966 meeting. In his discussion, he stated <br /> that the Park and Recreation Board felt that more help should be planned in <br /> the 1967 budget for Maintenance personnel.
