BOARD OF REVIEW MINUTES <br /> June 28, 1966 <br /> The adjourned meting of the Board of Review was called to Order by the Mayor <br /> at 7:00 o'clock P.M. on Tuesday June 28, 1966. <br /> The following were present at roll call : <br /> O'Connor, Dougherty, Springer, Bailey, Sorenson <br /> Absent: None <br /> Also Present: <br /> Village Attorney, David Doty <br /> Village Assessor, James Shaughnessy <br /> Village Manager, .John Printon <br /> The Mayor called for any correspondence directed to the Board of Review. <br /> Village Assessor James Shaughnessy presented several documents dating from <br /> the last Board of Review meeting and a certified letter recently received, <br /> all from a Mrs. Evanson, property owner at 35th Avenue and Silver Lake Road. <br /> The property in question is described as Lot 5, Block 6, Gardena Acres. The <br /> t Board was advised that the property was placed at an assessed value of $220.00 <br /> in 1960 and raised in the ensuing years to a value of $1732.00 in 1966. It <br /> was pointed out that Hennepin County has re-valued all property in the Village <br /> in 1962. Mr. Shaughnessy explained to the Board that the full and true value <br /> of the Evanson property was placed at $4330.00 with a market value of <br /> $12,990.00. It was his feeling that lot values in the Village were in excess <br /> of $5,000.00 and that the Evanson tract would divide into four lots. Mr. <br /> Rosso appearing for Mrs. Evanson stated that the sheer embankments on the <br /> North and South sides of the property fronting on Belden Drive would not <br /> allow for the full development of the property as assessed. The Assessor <br /> stated that permits could be issued for buildings on the property with min- <br /> imum development costs. Mr. Rosso also protested assessments placed against <br /> the property for storm sewer. Mayor O'Connor informed Mr. Rosso that the <br /> Board would only consider real estate valuations at this time. Councilman <br /> Dougherty asked the assessor if the valuation placed on the Evanson property <br /> was comparable to other similar properties. The assessor stated the valuation <br /> was actually below platted lots. Councilman Springer stated he felt that the <br /> values placed in 1960 and subsequent years were not equitable and that the 1966 <br /> valuation brought the property value to a realistic figure. Councilman <br /> Sorenson and Councilman Bailey both stated that they felt a valuation of <br /> $12,990.00 was a fair market value of the property. Mayor O'Connor stated <br /> that the Village Council had directed the assessor to equalize properties in <br /> the Village and that the 1966 valuation given the property was reasonable and <br /> fair. Mr . Rosso stated that the property should be valued as one lot and <br /> that the owner had been a tax payer for over twenty years and should be given <br /> some consideration. He also stated that he felt the property should be val- <br /> ued at the 1964 valuation. There being no further discussion, Councilman <br /> Bailey moved and seconded by Councilman Sorenson that the request for change <br /> in valuation on lot 5, Block 6, Gardena Acres be denied. <br /> Motion Carried. <br />
