VILLAGE OF ST. ANTHONY <br /> COUNCIL MINUTES <br /> February 26, 1968 <br /> The special meeting was called to order by the Mayor at 7:30 P.M. <br /> The following were present at roll call : <br /> O' Connor, Dougherty, Springer, Emond, Crouse <br /> Absent : None <br /> Also Present : John Printon, Village Manager <br /> Mayor O'Connor reviewed the proceedings of the informational meeting held with <br /> residents, businessmen and representatives of the Hennepin County Department <br /> and the Minnesota State Highway Department. <br /> Several property owners spoke in opposition to the center median claiming it <br /> would put them out of business. Mr. Hobie Swan stated that he felt that <br /> other alternatives should be explored and the project delayed until the impact <br /> of the construction of I 35 and the upgrading of Minnesota Highway #8 was det- <br /> ermined. The feasibility of the upgrading of Lowry Avenue was discussed at <br /> length. Mr. Anderson, Kenzie Terrace property owner, stated that he felt that <br /> the roadway should remain as is. A number of individuals expressed opinions <br /> that were in general opposed to the center median design. The necessity of <br /> providing traffic signal controls on Stinson Boulevard and Kenzie Terrace <br /> and also at St. Anthony Boulevard and Silver Lake Road was discussed. There <br /> being no further discussion, the Mayor declared the hearing closed. <br /> The Mayor asked for opinions of members of the Council concerning the proposed <br /> improvement. Councilman Crouse stated that he felt that every effort should <br /> be made to convince the Hennepin County Board and Highway Department that the <br /> Center median should be eliminated and that semaphores should be installed <br /> at either end of the proposed improvement. Councilman Emond stated that he <br /> would not oppose the improvement if the center median was included in the des- <br /> ign. Councilman Dougherty stated that the fact whether the center median would <br /> do the job is an unknown quantity. He felt the adjustment of some of the <br /> access openings would solve some of the objections. He further stated that <br /> the general appearance of the center would be upgraded, but would go along <br /> with the improvement if the median was eliminated. Councilman Springer stated <br /> that he was for the project and that it would be more hazardous without the <br /> median. Fie further stated that he felt the median could be adjusted, that <br /> sidewalks and signals should be a part of the Man and that a median area <br /> should be included in the plan for future construction if not constructed <br /> at the time of the proposed improvement. Mayor O'Connor stated that he was <br /> not sold on the median and that he would attempt to eliminate the median if <br /> possible. lie stated that the traffic projection figures have been found to <br /> be reasonably accurate. In one instance, he stated, the projection figures <br /> were 25% under the actual count. He stated that he was in favor of the pro- <br /> ject. <br />
