She also saw the young woman who is the Community Service <br /> Officer as a very effective and well-accepted person whose position <br /> fulfilled to some extent the City ' s adopted affirmative action policy <br /> and who might extend the productivity of the Police Department by <br /> setting up the crime prevention, reserve and intern programs for <br /> which the Department has said it has no time.
