City Council Regular Meeting Minutes <br /> January 23, 2001 <br /> Page 5 <br /> 1 City Manager Michael Morrison explained the Hennepin County Assessor's Office will be <br /> 2 available at the meeting to answer questions on the 2002 property evaluations. Anyone with <br /> 3 questions on their property evaluation can ask questions at that meeting. He advised that the <br /> 4 County Assessor can be contacted prior to that date as well. <br /> 5 Motion carried unanimously. <br /> 6 B. Resolution 01-026, re: 2001 Flood Relief Program (WSB, Inc.). <br /> 7 Todd Hubmer, WSB, Inc., advised the Council of the grant applications received thus far, and <br /> 8 those he expects will be received. <br /> 9 <br /> 10 Motion by Thuesen to adopt Resolution 01-026, re: 2001 Flood Relief Program. <br /> 11 Mr. Hubmer stated that$100,000 of storm water utility funds will be dedicated in 2001 for the <br /> 12 program. This program will be available to every resident and business that is subject to <br /> 13 recurrent flooding for flood relief assistance. He stated the one page application can be <br /> 14 submitted to the City for up to $10,000 with 65% being paid by the City and 35%being paid by <br /> 15 the property owner. <br /> 0 Motion carried unanimously. <br /> 17 <br /> 18 C. Resolution 01-027 re: Agreement with Metropolitan Council/City's I/I goals (WSB), <br /> 19 Inc.). <br /> 20 Mr. Hubmer reported on the work of this project to address flooding. He explained it is also a <br /> 21 goal of the City's Comprehensive Plan to reduce clear water infiltration into the City's sanitary <br /> 22 sewer system. In acquiring the permit and accepting the Metropolitan Council goal,this <br /> 23 agreement outlines a procedure to which the City would agree on how to address clear water <br /> 24 infiltration. He noted the conditions placed on the City in this agreement with the Metropolitan <br /> 25 Council. Mr. Hubmer reviewed the various phases that would occur depending on whether the <br /> 26 City is within compliance with Metropolitan Council guidelines. He explained this program <br /> 27 quits once St. Anthony meets the Metropolitan Council's goals for two consecutive years. <br /> 28 However, if the City were to fall out of compliance, the process would start again. <br /> 29 Mr. Hubmer stated this agreement would be in effect for ten years. He stated the procedure by <br /> 30 which they established the goal for reducing clear water infiltration, they believe, is reasonable <br /> 31 for St. Anthony and the City will come close to reaching that goal at the conclusion of the <br /> 32 projects that will be underway. However, a more aggressive inspection program may be needed <br /> 33 in some of the older areas of St. Anthony. <br /> 34 Horst asked how the I/I goals are measured. Mr. Hubmer stated the Metropolitan Council has <br /> Wmonitoring stations at the borders of St. Anthony to determine how much sanitary flow is being <br /> 36 contributed to the metro system. He explained how the average daily flow rate is established and <br /> 37 used to calculate system peaks. <br />
