CALL TO ORDER. <br /> 5 Mayor Cavanaugh called the meeting to order at 7:03 p.m. <br /> 6 II. PLEDGE OF ALLEGIANCE. <br /> 7 Mayor Cavanaugh invited the Council and the audience to join in the Pledge of Allegiance. <br /> 8 III. ROLL CALL. <br /> 9 Councilmembers present: Mayor Cavanaugh; Councilmembers Sparks, Thuesen, and Horst. <br /> 10 Councilmembers absent: Hodson. <br /> 11 Also present: City Manager Michael Morrison; and City Attorney Jerome <br /> 12 Gilligan. <br /> 13 IV. APPROVAL OF JANUARY 23,2001 CITY COUNCIL REGULAR MEETING AGENDA. <br /> 14 Motion by Thuesen to approve the January 23, 2001 City Council Regular Meeting Agenda with <br /> 15 the following additions: <br /> �6 <br /> 7 Add Item E3, Resolution 01-034, re: Drainage easement for the Harding Street Ponding Project. <br /> 18 Consider Item IXF prior to Item IXA <br /> 19 Add Item XII, Report on Northwest Quadrant Planning Steering Committee <br /> 20 <br /> 21 Motion carried unanimously. <br /> 22 V. PROCLAMATIONS AND RECOGNITIONS. <br /> 23 None. <br /> 24 <br /> 25 VI. COMMUNITY FORUM. <br /> 26 Mayor Cavanaugh invited any residents in the audience to speak to the Council on items that are <br /> 27 not on the regular agenda. <br /> 28 Barry Tedlund introduced himself and stated he has been working diligently to open a fitness <br /> 29 center at the St. Anthony Shopping Center. He explained that he started this process in October <br /> 30 of 2000 and had hoped to open in March of 2001. Last week Thursday, he was told he could get <br /> 31 the building permit the following day so he signed the lease and obtained the insurance coverage <br /> 32 he would need. Then, on Friday,he was told he would need a conditional use permit prior to <br /> 33 obtaining the building permit. Mr. Tedlund stated it appears the conditional use permit process is <br /> 34 lengthy and may effect the timing of opening his business. He asked if he would be able to <br /> 35 complete this process within six weeks and what type of conditions would be placed on a fitness <br /> �6 center. <br />
