City Council Regular Meeting Minutes <br /> February 13, 2001 <br /> Page 8 <br /> 1 Voting on the motion: Cavanaugh, Sparks, Thuesen, and Hodson voted aye. <br /> 2 Horst voted nay. <br /> 3 Motion carried. <br /> 4 G. Resolution 01-035, re: Amend Standing Rules for City Council meetings. <br /> 5 Cavanaugh stated that the standing rules are the rules the Council uses to conduct its business <br /> 6 and will reflect the work sessions on the second Tuesday of the month and legislative meetings <br /> 7 on the fourth Tuesday of the month. <br /> 8 Motion by Sparks to adopt Resolution 01-035, re: Amend Standing Rules for City Council <br /> 9 meetings. <br /> 10 Voting on the motion: Cavanaugh, Sparks, Thuesen, and Hodson voted aye. <br /> I I Horst voted nay. <br /> 12 Motion carried. <br /> 04 X. REPORTS FROM COMMISSIONS AND STAFF. <br /> None. <br /> 15 XI. REPORTS FROM CITY MANAGER AND COUNCILMEMBERS. <br /> 16 City Manager's report: <br /> 17 City Manager Michael Morrison began with a summary of the Northwest Quadrant <br /> 18 redevelopment. He noted that a grant of$120,000 will be forthcoming from the Metropolitan <br /> 19 Council for planning the St. Anthony Northwest Redevelopment Area. He reviewed the <br /> 20 upcoming meeting schedule included developers response on February 16, School District's <br /> 21 response on February 20 regarding impact residential development would have on school <br /> 22 enrollment,Northwest Quadrant Task Force special meeting on February 22 and Issues Forum <br /> 23 for Public Input on March 10 to which the Task Force is invited. He reviewed the updated <br /> 24 communications plan for the Northwest Quadrant Project pointing out the first newsletter will be <br /> 25 sent to every property owner in the community 7 to 10 days before the March 10 forum. <br /> 26 Morrison noted the City Council meeting schedule for 2001 for both study sessions and regular <br /> 27 meetings, and detailed the budget calendar for the 2002 budget including a Public Hearing for <br /> 28 Citizens to communicate 2002 suggestions on April 24. <br /> 29 Cavanaugh suggested that additional ways to encourage citizen participation in the April 24 <br /> 1,0 Public Hearing, possibly through advance mailings, should be explored. <br /> 0 <br />
