Fire Chief Hewitt agreed that the nursing home handles most of the day-to-day <br /> 2 situations. <br /> 3 Mayor Cavanaugh distributed a report on the ambulance response service from Hennepin County <br /> 4 and information contained in their annual report. He reviewed the percentage of calls for <br /> 5 different response times, noting that only 10% of the calls were five minutes or better. He stated <br /> 6 he finds that 10% is outrageous and is the worse performance of any community in the City's <br /> 7 peer group. Mayor Cavanaugh suggested that he, City Manager Morrison, Fire Chief Hewitt, and <br /> 8 Hennepin County staff schedule a meeting to address why St. Anthony is being under served. <br /> 9 Captain Drusch advised that all full-time staff and some of the part-time staff are EMTs. <br /> 10 Mayor Cavanaugh stated he would rather get the money back and invest it in training so the City <br /> 11 can provide its own service. He stated this ambulance service should improve and he is <br /> 12 interested in finding out what Hennepin County has to say. <br /> 13 Captain Drusch explained how ambulances are "floated" to maximize coverage area. If nothing <br /> 14 is going on in Minneapolis, the ambulance should be at the Second Precinct. However, if a call <br /> 0 goes out, that ambulance is usually the first one to go back to Minneapolis. <br /> 16 Mayor Cavanaugh stated if they do not respond, he would support funding for more self help. <br /> 17 He thanked the Fire Department for their informative annual report which will be a good base to <br /> 18 build from. <br /> 19 C. Code Enforcement. <br /> 20 Mayor Cavanaugh stated that he supports the proposed policy and would hope it can be moved <br /> 21 forward at the next Council meeting. <br /> 22 Councilmember Sparks asked about the code enforcement complaint procedure and if they also <br /> 23 look for violations. Fire Chief Hewitt stated they do not look for them as diligently as, perhaps, a <br /> 24 Public Works Supervisor would notice violations. <br /> 25 Mayor Cavanaugh stated he would support a statement of being proactive with Code <br /> 26 enforcement rather than waiting for a neighbor to call in a complaint. <br /> 27 Councilmember Horst asked if they should be out looking for violations or if that would take <br /> 28 them away from other activities. He noted that Public Works and the Police Department are out <br /> 29 in the community more often. <br /> 30 Fire Chief Hewitt stated when they receive a report, they look at it and what else is going on in <br /> 0 the area. <br />
