I housing stock without placing financial pressure on the owner, or seller in order to <br /> 46 meet city code. <br /> 4 Commissioner Thomas requested that the Council put some of their thoughts <br /> 5 down on paper and pass them along to the Planning Commission for them to <br /> 6 review in the next month, or so. <br /> 7 <br /> 8 Councilmember Horst noted that there were some housing issues, such as <br /> 9 electrical, that would require an inspector to determine whether they were in <br /> 10 violation of the housing code, or not. <br /> 11 <br /> 12 Mayor Hodson stated that the comments that the Council made back at their <br /> 13 annual goal setting meeting reflected that they did not want to impose a housing <br /> 14 ordinance code at this time. Mayor Hodson added that the main reasons for their <br /> 15 feelings are that there are enough checks and balances with the mortgage <br /> 16 companies at this time. <br /> 17 <br /> 18 Councilmember Thuesen stated that the Council felt that most home-owners who <br /> 19 were buying a house,brought in an inspector to examine the home. <br /> 20 <br /> 21 Councilmember Horst stated that the main question was whether the mortgage <br /> 22 companies require adequate checks and balances, and did not leave any room for <br /> 23 loopholes. <br /> 24 <br /> 9 The Council discussed a few different housing scenarios. <br /> 27 Councilmember Sparks felt that she did not have enough information to make a <br /> 28 decision at this point. Councilmember Horst echoed Councilmember Sparks' <br /> 29 feelings. <br /> 30 <br /> 31 Mayor Hodson stated that he was happy to revisit the housing ordinance at a later <br /> 32 date when they have a full Council. <br /> 33 <br /> 34 Therefore, the Council requested more information from the Planning <br /> 35 Commission regarding the point-of-sale housing ordinance. <br /> 36 <br /> 37 Commissioner Thomas thanked the Council for their time. <br /> 38 <br /> 39 VII. GENERAL POLICY BUSINESS OF THE COUNCIL. <br /> 40 <br /> 41 A. Resolution 02-017-Approving 2002-2003 Fire Department Union Agreement. <br /> 42 City Manager Mike Mornson reviewed the resolution with the Council. He stated that, <br /> 43 for the most part,the Agreement was consistent with what the Police Department and <br /> 44 Public Works Department have agreed to in terms of salary and health insurance. <br /> 45 <br /> 46 Mornson highlighted some of the health insurance benefits that are included in the health <br /> plan. Mornson indicated that some of the issues that delayed the Agreement were related <br /> to retirement health insurance and 0%wage increase. He indicated that the contents of <br /> 49 the Agreement reflect what he feels is a fair compromise. <br />
