City Council Regular Meeting Minutes <br /> April 23, 2002 <br /> Page 3 <br /> • <br /> Tillman indicated that the Planning Commission recommended approval of the request <br /> contingent upon the current sign being brought up to code and the second sign must be <br /> built identical to the first sign. <br /> Motion by Councilmember Thuesen, second by Councilmember Faust, to approve <br /> Resolution 02-038, re: Sign variance request for Apache Animal Medicine, 2501-37`h <br /> Avenue NE. <br /> Motion carried unanimously. <br /> VII. GENERAL POLICY BUSINESS OF THE COUNCIL. <br /> A. Engineering update. Todd Hubmer, WSB & Associates, Inc. will be present. Consider <br /> Resolution 02-039, re: Orderingsanitary sewer and water system studies. <br /> Todd Hubmer came forward to update the Council on nine of the ongoing projects in the <br /> City of St. Anthony. <br /> Hubmer stated that a draft of the Silver Lane Flood Improvements Feasibility Report has <br /> been completed and is currently being reviewed with the City of New Brighton and the <br /> Rice Creek Watershed District. <br /> • Hubmer indicated that there are a number of remaining items to be completed in the 2001 <br /> Street Reconstruction project. These items include: driveway replacement on 30`h <br /> Avenue, yard restoration on 30`h Avenue, and second lift of asphalt on Wilson Street, <br /> West Armor Terrace and 30`h Avenue. The project will likely be completed by the end of <br /> June. <br /> Hubmer stated that the pre-construction meeting for the 2002 Street Reconstruction <br /> project with the contractor and City representatives took place last week, and that the <br /> contractor was anxious to get the project underway. Hubmer indicated that the contractor <br /> was looking at milling up the streets next week, and beginning sanitary sewer work on <br /> Wilson Street on May 6`h. <br /> Hubmer indicated that two meetings have been held for the sump pump separation and <br /> drain tile separation educational program. He stated that the program is being completed <br /> as part of an agreement with Metropolitan Council to reduce the City's inflow of clear <br /> water from sump pumps and drain tiles into the sanitary sewer system. He added that <br /> they will have completed the educational component of that agreement by the end of <br /> May. <br /> Hubmer reviewed the Minnesota Department of Natural Resources Grant update. He <br /> indicated that both the House and Senate have completed their bonding bill allocations <br /> and now the Conference Committee must meet to work out the differences in the two <br /> • bills. He added that, in regard to St. Anthony and the flood hazard mitigation grant <br /> program, there is some language currently within the House bill, which is unfavorable to <br /> the City of St. Anthony. <br />
