The cost to complete this <br /> 3 alternative is approximately$2,868,000. <br /> 4 <br /> 5 Alternative number two: also increases sewer capacity by utilizing the existing storm <br /> 6 sewer system and constructing a new parallel storm sewer system. The total estimated <br /> 7 cost to complete this alternative is approximately $1,996,000. <br /> 8 <br /> 9 Alternative number three: consists of constructing a storm water detention pond in <br /> 10 Emerald Park. The estimated cost of this alternative is approximately$1,333,000. <br /> 11 <br /> 12 Alternative number four: proposes to eliminate the recurring flood problems through the <br /> 13 purchase and demolition of four homes in the vicinity of Problem Area Number One and <br /> 14 construct a storm water detention pond to store the runoff Problem Area Number Two. <br /> 15 The estimated cost of this alternative is approximately$1,629,000 to $2,095,000. <br /> 16 <br /> 17 Alternative number five: provides a 100-year flood protection through a combination of <br /> 18 home purchase, demolition, construction of a holding pond and flood proofing of <br /> 19 adjacent structures. The estimated cost of this alternative is approximately $630,000 to <br /> 20 $745,000. <br /> 21 <br /> Hubmer indicated that they were recommending that the Council give consideration to <br /> 16 alternative number five for several reasons: <br /> 24 • It is the least expensive alternative presented in this feasibility study with an <br /> 25 opinion of probable cost of$630,000 to $745,000. <br /> 26 • The construction cost to convert Emerald Park into a storm water holding pond <br /> 27 does not take into consideration the value that this park provides in recreational <br /> 28 opportunities to St. Anthony Village residents. <br /> 29 • Alternatives number one and number two require the City of St. Anthony Village <br /> 30 to improve storm water capacity in Ramsey County Judicial Ditch Number 3. <br /> 31 The Rice Creek Watershed District is the governing authority responsible for the <br /> 32 operation and maintenance of Ramsey County Judicial Ditch Number 3. The City <br /> 33 of St. Anthony Village could petition the Rice Creek Watershed District to <br /> 34 improve the capacity of this ditch system. <br /> 35 • Alternatives number one and number two may require the City of St. Anthony to <br /> 36 find funding sources other than the Department of Natural Resources Flood <br /> 37 Mitigation Grant Funds to implement improvements to a judicial ditch. <br /> 38 0 Alternatives number 3, 4, and 5 would all be eligible for funding under the DNR <br /> 39 Flood Hazard Mitigation Grant. <br /> 40 • Alternative number five removes the most frequently damaged and significantly <br /> 41 damaged structure from the flood problem area. <br /> 42 • With the construction of the storm water basin, depths and reoccurring flood <br /> 43 intervals of the intersection of Silver Lane and Shamrock Drive may be reduced, <br /> 0 but not completely eliminated. <br /> 46 Hubmer added that Alternative number five will not completely eliminate the street <br /> 47 flooding present at Silver Lane and Shamrock Drive nor the flooding present at 39`h <br /> 48 Avenue. It is proposed that the remaining street flooding be corrected in the future, either <br />
