City Council Regular Meeting Minutes <br /> June 25, 2002 <br /> Page 4 <br /> much less significant pitch on the house if he was unable to build above the <br /> 2 garage. <br /> 3 <br /> 4 Ptak continued that nothing as been violated up to this point regarding the house, <br /> 5 but he does not think that one house should have the potential to change an <br /> 6 ordinance. He added that he does not feel that a home of such a large stature <br /> 7 belongs in the City of St. Anthony. <br /> 8 <br /> 9 Resident Stan Nelson, 3504 Maplewood Drive, came forward and presented an <br /> 10 illustration of his view of the discussed home. He stated that they were looking at <br /> 11 a structure that looks very different from the front than the back. <br /> 12 <br /> 13 He continued that the new code would give the homeowner the opportunity to <br /> 14 further enlarge the structure. He showed the Council an example of a typical <br /> 15 home in St. Anthony, and pointed out the ways that it could be changed, if the <br /> 16 proposed ordinance was approved. <br /> 17 <br /> 18 Nelson recommended that the city hire an architect/expert to do some <br /> 19 hypothetical scenarios to determine the likelihood of promoting these large homes <br /> 20 because of the proposed ordinance change. <br /> 21 <br /> Councilmember Horst stated that the comments from the residents were beneficial <br /> 16 and echoed the feelings of many of the residents of St. Anthony Village. He <br /> 24 added that Nelson's recommendation to hire an architect to review the discussed <br /> 25 situation and determine if the standard is right regarding the floor area ratio. He <br /> 26 added that he was not ready to vote on this amendment tonight. <br /> 27 <br /> 28 Mayor Hodson stated that he had difficulty in telling a resident that he is unable to <br /> 29 expand square footage if he is going up and maintains the proper height <br /> 30 requirements, etc. <br /> 31 <br /> 32 Mayor Hodson added that keeping the houses small does nothing for the city's tax <br /> 33 base. <br /> 34 <br /> 35 Councilmember Horst stated that he was not interested in keeping houses small, <br /> 36 but would like to set a maximum square footage based on the lot size. <br /> 37 <br /> 38 Gilligan stated that the difficulty was coming up with objective standards in the <br /> 39 zoning code, as well as coming up with a hardship. <br /> 40 <br /> 41 Councilmember Faust stated that he did not feel it was appropriate to determine <br /> 42 the size of house that a resident can have when the lot coverage ordinance already <br /> 43 does that. He suggested that they move this along to a second reading, and take a <br /> AA look at the thousand square foot again with the Planning Commission. <br /> 6 Councilmember Thuesen stated that a garage is part of the overall structure of a <br /> 47 house. He stated that he was comfortable enough to move this along to a second <br />
