EXHIBIT A <br /> SERVICES <br /> 1.0 Analysis of Conditions <br /> 1.1 Planning Commission and City Council Workshop #1 <br /> Meet with the City Planning Commission, City Council, City staff and member of the public <br /> to brainstorm and discuss community strengths and weaknesses, problems and opportunities, <br /> what they would like to see in the plan and how the plan could help them. Record all ideas <br /> and use them as a guide for the written summary of conditions and issues. <br /> 1.2 Prepare Base Map <br /> Prepare an updated base map of streets and parcels using materials supplied by the City. <br /> 1.3 Summarize Conditions and Issues <br /> Prepare a concise description of the strategic and practical issues facing St. Anthony now and <br /> those looming over the horizon. Blend the ideas of the Planning Commission and those of <br /> the consultant team. Focus on presenting background sufficient to help the reader <br /> understand the issues while also meeting the requirements of the Metropolitan Council. <br /> Review,with City staff and revise as needed. Prepare copies for distribution to staff and F; <br /> i; <br /> Planning Commission. <br /> • j <br /> Review the City's Regional System Statement from the Metropolitan Council. k. <br /> Specific land use inventory: Include a maps of existing land use, a table of acreage by land <br /> use type, a table of residential densities, a list of development restrictions and other factors <br /> that reduce development densities (such as required setbacks from lakes). Identify locations <br /> of apparent land use incompatibility, creeping obsolescence or underutilized potential. <br /> Specific transportation inventory: functional classification of roadways, map of number of <br /> lanes per roadway, and current average daily traffic volumes on metropolitan arterial <br /> roadways, analysis of existing problems, and a map of projected future traffic volumes (for <br /> year 2020). For transit, include a description of facilities and programs supporting transit <br /> and other alternatives to the single-occupant auto, and a map of transit routes. <br /> Specific parks inventory: map of existing parks; matrix of facilities by park; summary of <br /> recreation needs to the year 2010. <br /> Specific housing inventory: A description of St. Anthony's housing needs according to the <br /> seven subjects required by the Metro Council based upon 1990 Census data and information <br /> that may be contained in the City's recent Liveable Communities Act submission. Complete <br /> the required "Worksheet C", Housing Units and Households, which describes the city's <br /> housing and population composition. <br /> • Specific wastewater facilities inventory: Describe the capacity along with the existing and <br /> forecast flows into the metropolitan wastewater system.
