CITY OF ST. ANTHONY <br /> RESOLUTION 97-024 <br /> A RESOLUTION AUTHORIZING AND APPROVING PARTICIPATION <br /> IN COOPERATIVE ACTIVITIES OF MINNESOTA POLICE <br /> RECRUITMENT SYSTEM <br /> WHEREAS, the City of St. Anthony is a defendant along with the Minnesota Police <br /> Recruitment System, a Minnesota joint powers organization ("MPRS"), and 35 <br /> other Minnesota cities in two companion civil actions in Hennepin County <br /> District court entitled Fields v. MPRS et al. and Starks v. MPRS. et al., <br /> District Court File Numbers EM 93-218 and EM 93-219 (collectively referred <br /> to as the "Action"); and <br /> WHEREAS, by order of the court dated November 7, 1996 (the "Order") in the action, the <br /> defendants are obligated to undertake certain activities relating to the <br /> recruitment and hiring of minority persons; and <br /> WHEREAS, the MPRS has offered to undertake certain of such activities on behalf of <br /> • defendant cities which wish to act cooperatively to fulfill their obligation as set <br /> forth in the Order, on terms and conditions established by the MPRS; and <br /> WHEREAS, the City Council has determined that it is in the best interests of the City to <br /> participate cooperatively in the MPRS program. <br /> NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of St. Anthony, <br /> Minnesota, as follows: <br /> 1. The City authorizes and approves participation in the cooperative <br /> activities of the MPRS in accordance with the terms and conditions <br /> established for such participation by the MPRS. <br /> 2. The City Manager is authorized and directed to take such actions as are <br /> necessary to participate in the MPRS program. <br /> 3. Data provided by the City to the MPRS are to be administered in <br /> accordance with Minnesota Statutes, Chapter 13, and the MPRS shall <br /> maintain data on individuals in accordance with statutory provisions <br /> applicable to that data. <br /> • 4. The City Clerk is directed to file a certified copy of this resolution with <br /> the President of the MPRS. <br />
