• CITY OF ST. ANTHONY RESOLUTION 97-045 A RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND ORDERING ADVERTISEMENT FOR BIDS WHEREAS, pursuant to a resolution passed by the Council on August 12, 1997, the engineering firm of Rieke Carroll Muller Associates, Inc. has prepared plans and specifications for the improvement of Edward Street, from 34th Avenue NE to 35th Avenue NE; Harding Street, from 34th Avenue NE to 36th Avenue NE; and Roosevelt Street, from 34th Avenue NE to 35th Avenue NE, by reconstruction of the roadways and utilities. NOW, THEREFORE BE IT RESOLVED, by the City Council of the City of St. Anthony that: 1) Such improvement is necessary, cost-effective, and feasible as detailed in the feasibility report. 2) Such plans and specifications are hereby approved. 3) The consulting engineering firm shall prepare and cause to be inserted in the official paper and in the Construction Bulletin, an advertisement for bids upon the making of such improvement under such approved plans and specifications. The advertisement shall be published for two times, shall specify the work to be done, shall state that bids will be opened on February 10, 1998, and bids the responsibility of the bidders will be considered by the City Council at 7:00 P.M. on December 17, 1997 in the Council Chambers of the City Hall. Any bidder whose responsibility is questioned during consideration of the bid will be given an opportunity to address the Council on the issue of responsibility. No bids will be considered unless sealed and filed with the Clerk and accompanied by a cash deposit, cashier's check, bid bond or certified check payable to the City of St. Anthony for Five (5%) percent of the amount of such bid.
