• STATE OF MINNESOTA <br /> Division of Emergency Management (DEM) <br /> Hazard Mitigation Grant Program (HMGP) <br /> BENEFIT / COST ANALYSIS REQUIREMENTS <br /> In order to be approved for HMGP funding, a proposed project must have an <br /> adequate benefit/cost analysis performed. Accordingly, DEM must include <br /> benefit/cost information in each HMGP project application which it submits to <br /> FEMA for review and approval. (A detailed explanation is attached.) In order for <br /> DEM to have a basis for developing this analysis, applicants must provide complete <br /> Event (i.e., flood, tornado, etc.) History and Damage incurred information (see <br /> question number 7 in the HMGP application). <br /> For acquisition/retrofitting proposals, completion of the attached "Fact Sheet for <br /> • Acquisition/Relocation Projects", with questions pertaining specifically to the <br /> proposed project, is required. <br /> • <br /> DPS/DEM <br /> 9/6/95 <br />
