STATE OF MINNESOTA <br /> • Division of Emergency Management (DEM) <br /> Hazard Mitigation Grant Program (HMGP) <br /> ELIGIBLE PROJECT TYPES' <br /> Eligible projects include, but are not limited to: <br /> 1 . Structural hazard control or protection projects. <br /> 2. Construction activities that will result in protection from hazards. <br /> 3. Retrofitting of facilities. <br /> 4. Acquisition or relocation. <br /> 5. Development of state or local mitigation standards. <br /> 6. Development of comprehensive hazard mitigation programs with implementation as an <br /> essential component. <br /> Development or improvement of warning systems (NOTE: The emphasis here must be on <br /> a total warning system; not simply the purchase of warning equipment hardware.) <br /> PROJECTS THAT ARE IN PROGRESS OR THAT HAVE BEEN COMPLETED CANNOT BE <br /> FUNDED. (The Hazard Mitigation Grant Program is not intended to retroactively fund projects.) <br /> This policy is based, in part, on the HMGP requirement that projects be in conformance with <br /> environmental regulations. The Federal environmental review process requires that a <br /> satisfactory environmental analysis be completed prior to any commitment of funds. Projects <br /> that have been initiated may not meet environmental requirements, resulting in an otherwise <br /> potentially eligible project becoming ineligible. A second reason for not funding projects <br /> retroactively is that funding has presumably already been found for those projects.
