VILLAGE OF ST. ANTHONY <br /> PLANNING BOARD MEETING <br /> • January 20, 1970 <br /> 1. The regular meeting was called to order by Chairman Englund at <br /> 7:40 P.M. <br /> 2. The following were present at roll call : Englund, Kronk, Ondrey, <br /> Mesenbring, Carlson, Parrill, Bratland. <br /> 3. The minutes of December 16, 1969 were approved as submitted. <br /> 4: Motion by Kronk, seconded by Ondrey to recommend that Council approve <br /> the 5'z ft. rear yard variance requested by John Wakiriak to build a house <br /> at 2400-34th Avenue N.E. <br /> Motion carried. <br /> 5. The Chairman announced that this was the time and place to hold a public <br /> hearing requested by the Village Council to rezone the area East of <br /> Silver Lake Road, West of Penrod Lane, South of Silver Lane, and North of <br /> 39th Avenue N.E. to allow construction of a nursing home. <br /> Gordon Hedlund stated that a nursing care center would be a good develop- <br /> ment for this area in that there would be no children involved as would <br /> be the case with the present R1 and R2 zoning. The R2 zoning on Silver <br /> Lake Road would require more driveways resulting in more of a traffic <br /> hazard than the one driveway proposed for this development. Mr. Hedlund <br /> also stated that no other area had R2 zoning across the road from a <br /> Commercial zoning and that this would be a good buffer with the 107 ft. <br /> setback of the building on the Penrod side. This area would be all land- <br /> scaped with grass, shrubs and trees creating a park like atmosphere. <br /> Mr. Hoffineyer, architect, presented a miniature layout of the buildings <br /> proposed for the nursing care center. <br /> Jack McCarty of 4021 Penrod Lane presented to the Planning Board a pet- <br /> ition containing the names of area residents opposed to the rezoning. He <br /> also voiced disapproval to the four story buildings and the density. <br /> Arthur J. Burke, 3900 Shamrock Drive stated that it would magnify the <br /> traffic problem which they have in getting onto Silver Lake Road. <br /> Mrs. Larry Hanson, 3917 Macalester feels that the area is isolated and <br /> needs more single family homes to create more people in the area. <br /> Mrs. Chester Nelson objected to any rezoning of the area and if the <br /> nursing home is allowed the traffic would be increased on Penrod Lane. <br /> Donald Zehro, 4017 Penrod Lane, was concerned as to what would happen to <br /> the areas to the north and south of the nursing home if the whole block <br /> is included in the rezoning. <br /> Z <br />
