Dr. Carr presented plans for a proposed change in the operation of the
Salvation Army Camp on Silver Lake. The plan calls for the removal of
the small summer type cottages and replaced with buildings that can
be used both summer and winter. A.suggestion by the advisory board
is to make a lend lease arrangement with the Village of St. Anthony
to use the east portion as a park and recreation area. This area
could be used as a swimming beach, ball diamond and a skating rink.
The Salvation Army is not financially able to do justice to the program
at this time so if a lend lease arrangement can be made and the Village
pay a sum of money for the use of the land it might be possible to
tart this year. This is a suggestion by the advisory board and so
this would have to be approved by the Salvation Army Officers.
b. Motion by Mesenbring, seconded by Parrill, to remove the tabling
action on the Hedlund property and reopen for discussion.
Motion by Ondrey to recommend Council approve rezoning of the area
on which the model is constructed leaving the two ends as they are
and we allow the variance of the height necessary to put up the
structure of 4 stories plus a 1 story penthouse. Village Attorney
to decide on zoning required.
Motion died for lack of a second.
Motion by Ondrey, seconded by Kronk, to recommend Council approve 4
stories with a maximum of 36 ft. and not include a penthouse.
Motion by Parrill, seconded by Kronk, to amend the motion on the
table, to approve the height as the maximum of multiple dwelling of
30 ft. The height to be measured from the average elevation between
the curb on Silver Lake Road and Penrod Lane.
