i <br /> PLANNING 'BOARD MIPJUTES (Cont 'd) <br /> June 28, 1972 <br /> Motion by rratland, seconded by Kronk to incorporate minutes into record of the <br /> • Planning Roard. <br /> Motion carried. <br /> ratland questioned Mr. Dahlgren (Rep. from Minnesota Federal ), whether or not <br /> he had discussed the installation of a semifore light at the corner of 39th <br /> and Silver Lake load with ,2amsey County. <br /> Mr. Dahlgren said he had spoken to Ramsey County regarding a traffic light and was <br /> informed they were planning the installation but probably not until 1974. <br /> Mr. Jack Anderson, a traffic consultant for Minnesota Federal, gave a brief <br /> explanation of the vehicle storage problem during the red cycle of a traffic <br /> light, and explained how he arrived at his "trip generation rate" for the Minnesota <br /> Federal building, and came up with the figure of 300 vehicles during peak traffic <br /> times, and the vehicle storage space provided in the Minnesota Federal plans <br /> should be adequate. <br /> Mr. Dahlgren asked that these plans be approved with the landscape plan as pro- <br /> posed. <br /> Mr. Bratland said his impression at the public hearing was that the main concern <br /> was in regard to the traffic problems which may arise from this type of business. <br /> Two exits (39th Avenue exit, and Silver Lane exit onto Silver Lake Road) are not <br /> enough for the number of people using them. A third exit, possibly over the <br /> • tracks and emptying out onto 37th Avenue should be looked into. <br /> It was pointed out by representatives of Minnesota Federal that the additional <br /> traffic that would result from their establishment may cause Ramsey to speed up <br /> their installation. <br /> Mrs. Ray Haik expressed a concern that the total traffic plan should be worked <br /> out before we allow additional business in that area, and we should not operate <br /> on the basis of "crossing the bridge when we come to it", that 's what we've done <br /> in the past, and we've let ourselves in for problems. <br /> It was agreed by the Planning Board that there is need for a traffic light at both <br /> 39th Avenue and S.L. Z. and Silver Lane and S.L. R. but the problem is, who pays <br /> for the light. <br /> Mrs. Haik asked if Equinox had promised to pay for a portion of the light for <br /> Silver Lane if it was found necessary to install it. <br /> The Planning Board informed her that they had made that offer. <br /> Motion by Ondrey, seconded by Kronk to approve Conditional Use Permit for Minnesota <br /> Federal Savings and Loan structure at S.E. corner of 39th Avenue and Silver Lake <br /> Road as proposed. Such structure to be constructed in compliance with codes for <br /> the Village. <br /> Motion carried. (Unanimously) <br /> • <br />
