CITY OF ST. ANTHONY
• PLANNING BOARID MINUTES
February 19,1974
The meeting was called to order by Mrs. McGinn, Chairman Pro Tem.
The following were present at roll call: Johnson, Letourneau, Carlson, McGinn,
Thompson and Peterson.
Also present: Harry Lekson
Mr. Kronk arrived at 7:40 P.M.
Motion by McGinn, seconded by LeTourneau to approve the minutes of the Special
Meeting of the Planning Board on January 29, 1974.
Motion carried.
Bernard Blanske appeared to request permission to build an addition on his
company, the St. Anthony Millwork Inc. at 3901 Foss Rd. His proposal included
a 60 x 80, 4800 sq. ft. addition to the rear of the existing building. Mr.
Blanske stated that his main business was preparing prehung doors for sale and
that he wanted permission to make the expansion now so he could get in his order
for steel which is in short demand. The discussion which followed included
comments by Mr. Johnson of the Board's concern that the building not have an
"arsenal" appearance when completed. Mr. Blanske said his final plans would
incorporate the Board's suggestions regarding building set back and landscaping.
Before a vote was taken on the mea$ure, Carol Johnson, City Clerk, administered
• the oath of office to the seven members of the Planning Board at 7:50 P.M.
Motion by LeTourneau, seconded by Peterson to recommend approval to the Council
of a building permit for the addition to the rear of the St. Anthony Millwork,
Inc. with the stipulation that Mr. Blanske present final prints on the driveway,
parking areas and landscaping.
Motion carried.
Mr. Robert E. Halva, 4119 Central Avenue N.F. , appeared with his client, Mr.
Frank Holien, 3901 Silver lake Road, to request a lot split of Lot 9, Block 6,
Moundsview Acres, 2nd Addn. so that the back 80 ft. lot could be retained as
residential property and the home on the front 185 x 115 ft. could be sold for
use as a real estate office. Mr. Halva was not requesting a zoning charge of
the front portion although he stated its intended use, in his opinion would
conform with the Rembrandt retirement complex. A number of the Board were
concerned whether the lot split would fit the overall concept of use for that
parcel of land being considered in the updating of the zoning ordinance but the
final opinion of the Board was that waiting for a final decision on the zoning
ordinance would place too great a hardship on the owner of the land.
Mr. & Mrs. Harold Brown of the Frederick Herfurth Realty Company who have a
contact to buy Mr. Holien's home were present and discussed their plans for con-
verting the home and garage into a real estate office without making structural
additions. Jim Fornell discussed with them the necessity of allowing enough
space for parking area for the 10 persons who Carol Brown said would probably
staff the real estate operation. Mr. Brown said he had estimated that there
was enough land to convert to 16 parking spaces with access from 35th Avenue
N.E. Mr. Holien said that if he and his wife built a home on the back 80 ft.
lot they would use Penrod Lane as an access road.
