July 16,1974 <br /> The meeting was called to order by Chairman McGinn at 7:37 P.M. <br /> The following were present for roll call: Johnson, Kronk, Letourneau, McGinn, <br /> Mr. Ken Hiebel, 3341 Skycroft Circle, as well as Mr. W.J. Bowerman, 3129 Croft <br /> Drive, the latter two being newly appointed to the Board but not yet sworn into <br /> office. <br /> Also present: Jim Fornell & Harry Lekson <br /> Absent: Marks <br /> The following amendments were made to the Planning Board minutes of June 18, <br /> 1974: <br /> Page 1-Para. 3: Substitute "lot size variance" for "conditional use permit" <br /> Page 1-Para. 6: Insert a "," after "22 years". <br /> Page 2-Para. 1: Strike "for a conditional use- permit" <br /> The minutes were approved as amended. <br /> Mr. Don Poupard, agent for Mr. Norman F. Dyer, who said he had a contract to sell <br /> the lot owned by Mr. Norman F. Dyer, 2835 Nicollet Avenue South, and identified <br /> as Lot 12, Block 11 of St. Anthony Office Park requested the Board's recommend- <br /> ation of approval of a Public Hearing on the rezoning of that lot from Light <br /> • Industrial to Commercial. Mr. Poupard identified the company interested in the <br /> property as McDonald's Restaurant and presented a rough sketch of the proposed <br /> structure. He explained that since no legal papers had been signed by McDonalds <br /> to date, no representative of the company was present. Mr. Poupard also told of <br /> his contacts with the T.K. Gray Company and the Leslie Paper Company who are <br /> both in the office park, and said the only objections were Mr. Gray's anxiety <br /> that vandalism at his plant might increase and Mr. Leslie's concern with possible <br /> interference by the traffic generated by the restaurant with the semi trailers <br /> which service his plant. Mr Poupard said he felt he had answered both object- <br /> ions satisfactorily. <br /> Neither he nor Mr. Dyer were able to give exact projections of traffic generation <br /> which might result from the restaurant business. Mr. Fornell gave the Board, <br /> as further information on this point, the Project Data Sheets showing proposed <br /> improvements to be made on County Road C. <br /> Following a question from Mr. Lekson, Mr. Poupard said McDonald's understood that <br /> the signs they normally use on their restaurants would not meet the City of <br /> St. Anthony's sign ordinance. <br /> After a discussion of the anticipated square footage of the proposed structure <br /> as well as number of eating spaces and parking facilities which might be <br /> necessary, the following motion was made but died for lack of a second: <br /> Motion by Mr. Johnson that the Planning Board recommend to the Council that a <br /> • Public Hearing be set on the proposed rezoning of Lot 12, Block 1 of St. Anthony <br /> Office Park from Light Industrial to Commercial. <br /> Mrs. McGinn said she felt the project would be a "conflicting use" of the office <br /> park land and the following motion was made: <br />
