CITY OF ST. ANTHONY <br /> PLANNING BOARD MINUI'FS <br /> March 18,1975 <br /> The meeting was called to order by Chairman Letourneau at 7:35 P.M. <br /> The following were present for roll call: Cowan, Hiebel, Marks, Letourneau, <br /> Ryma.rchick and Johnson. <br /> Absent: Mr. Bowerman <br /> Also Present: Harry Lekson <br /> The minutes of the February 18, 1975 meeting were amended to correct the spelling <br /> of Mr. Dahlgren's name as well as Mr. Finess' first name from "Dale" to "Del". <br /> Mr. Cowan also questioned whether he had seconded the motion to approve the <br /> January 21st Board minutes, <br /> Motion by Mr. Marks,, ' seconded by Mr. Hiebel to approve the February 18th minutes <br /> as amended. <br /> Motion carried. <br /> The Board then considered the application by Mr. Wm. Flaherty for a variance to <br /> the zoning ordinance of 5 feet to the lot line to allow him to build a swimming <br /> pool on his property at 3208 Rankin Road. <br /> Mr. Flaherty was present and discussed with the group the letter from Rev. Paul <br /> Stohlberg, 3200 Rankin Road, indicating there was no opposition from Salem <br /> Covenant Church who own the property to the south of the proposed construction. <br /> He indicated the house on the adjacent property would be 45 feet away from the <br /> pool and the vacant property situated between was not likely to be built upon. <br /> Motion by Mr. Marks, seconded by Mr. Cowan to recommend to the Council that they <br /> set a public hearing on granting a variance of five feet to Mr. Flaherty to <br /> enable him to build a swimming pool at 3208 Rankin Road. <br /> Motion carried. <br /> Mr. Cowan was requested to suggest to the Council that the public hearing on the <br /> proposal could be held and their decision on it could be made at the same time so <br /> that Mr. Flaherty could start work on the structure as soon as the weather permit- <br /> Several members of the Board expressed the opinion that the time table for hearing <br /> requests for conditional use permits and variances could be speeded up by schedul- <br /> ing a public hearing upon receiving the application and thus avoiding what some- <br /> times turns out to be a delay of two months before a definite decision is made. <br /> Other members were concerned that such a procedure might force them to make un- <br /> informed decisions. <br /> The Board agreed that they wanted to be able to consider methods by which the <br /> time table and procedures for considering such requests could be streamlined and <br /> requested that Mr. Fornell and Mr. Lekson research possible changes in that <br /> section of the City ordinances dealing with variances and report back their <br /> recommendations at the next Board meeting. <br /> Mr. Johnson expressed his appreciation of the thoroughness of the Flaherty <br /> proposal and suggested use of the new application form to provide the Board <br /> • <br /> a <br />
