County <br /> Road E the recreational building they propose building at the pro- <br /> posed setback from Silver Lake, subject to a major planting of trees <br /> which will grow from 40 to 50 feet tall between the building and the <br /> lakeshore to minimize the visual impact of the new building and on <br /> the condition that the breakoff block on the building be finished <br /> in earth tones compatible to the natural surroundings. <br /> Motion carried unanimously. <br /> The meeting was recessed at 8: 47 P.M. and reconvened at 8 : 50 P.M. for <br /> a Public Hearing to consider the Detailed Plan, Residential Component, <br /> of the Hedlund P.U.D. Approximately seven (7) residents were present <br /> for the hearing but no one spoke either for or against the proposal. <br /> No one reported failing to receive the required notification of the <br /> hearing. The Board considered the Staff recommendations contained <br /> in Mr. Fornell 's memorandum of August 12th including this suggestion <br /> that the review of the Final Plan for the Residential Component be <br /> waived since it is probably to the best interest of the City that <br /> construction commences as soon as possible. <br /> Mr. Hedlund was present and answered questions from the Board re- <br /> garding his plans for developing the residential component of the <br /> P.U.D. along Penrod Lane. He said he had "no concrete proposal as <br /> how the 10 dwellings were to be built "but he did confirm the fact <br /> • that Lot #10 would be 100 feet deep" . <br /> Although some of the Board were concerned as to when the residential <br /> staging would begin, it was concluded that they should not be concern- <br /> ed with the time schedule since it appears to be an economic advantage <br /> to the owner to start construction as soon as possible. They also <br /> decided to concede to the City Attorney' s opinion that the City cannot <br /> govern the architectural styling of the residences . Mr. Rymarchick <br /> wanted Mr. Hedlund alerted to the risk of splitting the component of <br /> the P.U.D. No action was taken to split the $24, 000 landscaping <br /> bond required under the P.U.D. <br /> The Public Hearing was closed at 9 :05 P.M. <br /> Motion by Mr. Hiebel and seconded by Mr. Rymarchick to approve the <br /> Detailed Plan, Residential Component, Hedlund P .U.D. for Lots 10-16, <br /> Block 6, Mounds View Acres, Second Addition, as submitted and to <br /> waive the Final Plan review of the Residential Component only. <br /> Motion carried unanimously. <br /> Motion by Mr. Rymarchick and seconded by Mr. Hiebel to adjourn the <br /> meeting at 9: 11 P.M. <br /> Motion carried unanimously. <br /> • Helen Crowe <br /> Secretary <br /> (4) <br />
