CALL TO ORDER. <br /> 10 Chair Melsha called the meeting to order at 7:00 p.m. <br /> 11 <br /> 12 II. PLEDGE OF ALLEGIANCE. <br /> 13 Chair Melsha invited the Council and the audience to join in the Pledge of Allegiance. <br /> 14 <br /> 15 III. ROLL CALL. <br /> 16 Commissioners present: Chair Melsha; Vice Chair Stille, Commissioners Hanson, Hoska, <br /> 17 and Stromgren. <br /> 18 Absent: Commissioners Steeves and Tillman. <br /> 19 Also present: Assistant City Manager Susan Hall. <br /> 20 <br /> 21 IV. PUBLIC INPUT. <br /> 22 Hearing no comments, Chair Melsha moved forward with the agenda. <br /> 23 <br /> 24 V. APPROVAL OF AGENDA. <br /> Motion by Vice Chair Stille, second by Commissioner Stromgren, to approve the meeting <br /> agenda. <br /> 27 <br /> 28 Motion carried unanimously. <br /> 29 <br /> 30 VI. MEETING MINUTES. <br /> 31 6.1 Review and Approve Planning Commission Meeting Minutes of March 18, 2003. <br /> 32 Motion by Chair Melsha, second by Commissioner Hanson, to approve the Planning <br /> 33 Commission meeting minutes of March 18, 2003 as presented. <br /> 34 <br /> 35 Motion carried unanimously. <br /> 36 <br /> 37 VIII. PUBLIC HEARINGS. <br /> 38 8.1 Adoption of Ordinances Regulating Pawnbrokers and Secondhand Dealers within the <br /> 39 Ci <br /> 40 Chair Melsha opened the public hearing at 7:02 p.m. <br /> 41 <br /> 42 Ms. Hall noted that over the past several months, Planning Commissioners have studied and <br /> 43 discussed the newly drafted secondhand dealers and pawnbrokers ordinances. In March, <br /> 44 Commissioners decided that the ordinances are in final form and ready for public hearing/City <br /> 45 Council recommendation. <br /> 46 <br /> Ms. Hall explained that most ordinances do not require a public hearing. Thus, a public hearing <br /> 46 is not required prior to the passage of the pawnbroker and secondhand dealer ordinances. <br /> 49 However, a city may choose to have a public hearing, upon whatever notice the city deems <br />
