He explained that they tried to incorporate more windows and glass <br /> 2 noting that they had resistance from the staff because all of the functions along that wall are <br /> 3 technical in nature—the workshop, the electrical room etc. Chair Melsha asked if there were any <br /> 4 differences on a cost basis. Mr. Oertel explained that the metal roof would be more expensive. <br /> 5 <br /> 6 Commissioner Hanson asked if the community room would be a possibility. Mr. Oertel stated <br /> 7 that with the current budget it would not be possible. He further stated that the Mayor had heard <br /> 8 about the possibilities of a combined community room and training center and asked that they <br /> 9 not lose sight of it during the course of the planning. He confirmed that it is not part of the <br /> 10 current budget adding that Council would need to decide. <br /> 11 <br /> 12 Chief Hewitt stated that letters were sent to residents with the intent to introduce the designs and <br /> 13 explain the construction process. He stated that they encouraged residents to attend the public <br /> 14 hearing to present their issues and concerns noting that only two residents showed up at the <br /> 15 hearing. He reviewed the intent for use and the noise issues with the Commission. <br /> 16 <br /> 17 Commissioner Tillman asked for further clarification on the lighting for the Fire Station. Chief <br /> 18 Hewitt stated that there would be some impact and reviewed the state law requirements for use <br /> 19 of lights and sirens with Commission. <br /> 20 <br /> 21 Chair Melsha referenced the traffic issues and asked Chief Hewitt to address this issue. Chief <br /> Hewitt reviewed the traffic warning light options with the Commission noting that they would <br /> have to depend on the drivers paying attention when they are driving in the area. Chair Melsha <br /> 24 asked if vehicles would exit from the south side of the building. Chief Hewitt confirmed that <br /> 25 they would. <br /> 26 <br /> 27 Dennis Cavanaugh thanked the Commission for their action on the restaurant. He reviewed the <br /> 28 conditional use permit as it relates to the residential areas. He stated that it is important to be <br /> 29 familiar with the residents and their concerns and reviewed the issues with the Commission. He <br /> 30 stated that he has lived with the current fire station for 25 years noting that the fire trucks have <br /> 31 large diesel engines, which do bring considerable noise. He explained that St. Anthony made <br /> 32 938 runs adding that only a few were for fires. He stated that there is considerable activity <br /> 33 noting that the south area has experienced only 40-50%of activity in the past and now would <br /> 34 experience it 100%with the new location. He encouraged the Commission to consider the <br /> 35 conditions and suggested developing a policy to determine when they can use the sirens and <br /> 36 when they can't. He expressed concerns that the noise levels could impact property values and <br /> 37 the narrow streets may not be able to handle the large equipment. He suggested that the <br /> 38 Commission review the engine idling outside noting the sound levels and fumes. He suggested <br /> 39 berming as a possible solution for noise buffer. He stated that the Commission should be aware <br /> 40 of these issues and that the residents should be able to fully enjoy their properties. <br /> 41 <br /> 42 Commissioner Stromgren asked Mr. Oertel to review the noise issues. Mr. Oertel reviewed the <br /> 43 noise level issues stating that the air exhaust fan would be located towards the back of the <br /> building. He stated that there are already guidelines in place that dictate the use of the siren and <br /> 40 horns. Commissioner Stromgren acknowledged Mr. Cavanaugh's concerns regarding the idling <br /> 46 of engines outside the building and expressed concerns regarding pollution. Mr. Oertel stated <br />
