Planning Commission Meeting Minutes August 19, 2003 • Page 10 1 Vice Chair Stille wondered what the City could require in this area and noted that it references 2 the City's ability to monitor the aesthetics and ensure that it is pleasing, which includes signs 3 that are in disrepair. 4 5 Commissioner Stromgren noted that part of the problem could be enforcement issues. He 6 suggested re-writing the ordinance and reviewing the setbacks. 7 8 Ms. Hall stated that in terms of homemade signs, Mr. Gilligan did not feel comfortable that the 9 City could ban or restrict them. 10 11 Vice Chair Stille stated that Edina's code addresses indecent signs and reviewed the definitions 12 with the Commission. 13 14 Chair Melsha suggested a two or three person subcommittee to review and consider a 15 recommendation. Vice Chair Stille agreed to be on the subcommittee and suggested discussing 16 this further at a later time. Ms. Hall suggested meeting before or after a Planning Commission 17 meeting. Chair Melsha stated that he has a copy of the Richfield sign ordinance that is interesting 18 and they will be reviewing this. Chair Melsha asked for other volunteers. Having no one come 19 forward, Melsha said he and Stille could work on the opinion sign issue. 20 21 9.3 Discuss Restaurant Parking Requirements in the Commercial Zoning District. 0 Chair Melsha stated that at last month's Council meeting it was suggested that the Planning 24 Commission study the parking ordinance to determine if it is unnecessarily restrictive when 25 compared to other cities. He explained that the City Council would like the Planning 26 Commission to begin the process of amending the ordinance, if necessary, so the City can 27 determine the need for future parking variances. He asked Ms. Hall if she could, over the next 28 two months, gather data from neighboring cities and provide the Commission with a report on 29 how St. Anthony fits. 30 31 Chair Melsha suggested Richfield, St. Louis Park, Columbia Heights and New Brighton. Ms. 32 Hall stated that she has had discussions with the City Planner in New Brighton. She reviewed 33 his comments with the Commission and agreed that it would be interesting to poll various cities 34 to see how their Parking Ordinance is working for them. She stated that she would poll a 35 number of cities and report back to the Commission with results in the October/November 36 timeframe. 37 38 X. ANNOUNCEMENTS. 39 40 Chair Melsha thanked the members of the Commission and residents for their effort and patience 41 at the July Planning Commission meeting. He stated that the Commission did a good job adding 42 that the Council appreciated their efforts and input. 43 Commissioner Hoska thanked Chair Melsha for his work at July City Council meeting. He stated that he did a good job on his presentation. 46
