Planning Commission Meeting Minutes <br /> August 19, 2003 <br /> • Page 10 <br /> 1 Vice Chair Stille wondered what the City could require in this area and noted that it references <br /> 2 the City's ability to monitor the aesthetics and ensure that it is pleasing, which includes signs <br /> 3 that are in disrepair. <br /> 4 <br /> 5 Commissioner Stromgren noted that part of the problem could be enforcement issues. He <br /> 6 suggested re-writing the ordinance and reviewing the setbacks. <br /> 7 <br /> 8 Ms. Hall stated that in terms of homemade signs, Mr. Gilligan did not feel comfortable that the <br /> 9 City could ban or restrict them. <br /> 10 <br /> 11 Vice Chair Stille stated that Edina's code addresses indecent signs and reviewed the definitions <br /> 12 with the Commission. <br /> 13 <br /> 14 Chair Melsha suggested a two or three person subcommittee to review and consider a <br /> 15 recommendation. Vice Chair Stille agreed to be on the subcommittee and suggested discussing <br /> 16 this further at a later time. Ms. Hall suggested meeting before or after a Planning Commission <br /> 17 meeting. Chair Melsha stated that he has a copy of the Richfield sign ordinance that is interesting <br /> 18 and they will be reviewing this. Chair Melsha asked for other volunteers. Having no one come <br /> 19 forward, Melsha said he and Stille could work on the opinion sign issue. <br /> 20 <br /> 21 9.3 Discuss Restaurant Parking Requirements in the Commercial Zoning District. <br /> 0 Chair Melsha stated that at last month's Council meeting it was suggested that the Planning <br /> 24 Commission study the parking ordinance to determine if it is unnecessarily restrictive when <br /> 25 compared to other cities. He explained that the City Council would like the Planning <br /> 26 Commission to begin the process of amending the ordinance, if necessary, so the City can <br /> 27 determine the need for future parking variances. He asked Ms. Hall if she could, over the next <br /> 28 two months, gather data from neighboring cities and provide the Commission with a report on <br /> 29 how St. Anthony fits. <br /> 30 <br /> 31 Chair Melsha suggested Richfield, St. Louis Park, Columbia Heights and New Brighton. Ms. <br /> 32 Hall stated that she has had discussions with the City Planner in New Brighton. She reviewed <br /> 33 his comments with the Commission and agreed that it would be interesting to poll various cities <br /> 34 to see how their Parking Ordinance is working for them. She stated that she would poll a <br /> 35 number of cities and report back to the Commission with results in the October/November <br /> 36 timeframe. <br /> 37 <br /> 38 X. ANNOUNCEMENTS. <br /> 39 <br /> 40 Chair Melsha thanked the members of the Commission and residents for their effort and patience <br /> 41 at the July Planning Commission meeting. He stated that the Commission did a good job adding <br /> 42 that the Council appreciated their efforts and input. <br /> 43 <br /> Commissioner Hoska thanked Chair Melsha for his work at July City Council meeting.
