INFORMATION AND DISCUSSION. <br /> 3 <br /> 4 Assistant City Manager Moore-Sykes advised the Planning Commission that the City has <br /> 5 received a request for extension from Quest Development for the project at 4001 Stinson <br /> 6 Boulevard. He stated that they want to be better prepared with their presentation and would be <br /> 7 back on the agenda for the February 8, 2005 City Council meeting. <br /> 8 <br /> 9 Chair Stromgren noted that the City's legal council determined that they could not legally attach <br /> 10 to the current PUD, as they do not fully own the property. He explained that they must have a <br /> 11 majority of control of the property or the ability to control the majority of the property and they <br /> 12 have neither. He stated that further discussion is necessary and that this would be back before the <br /> 13 City Council on February 8, 2005. <br /> 14 <br /> 15 XIII. ANNOUNCEMENTS <br /> 16 <br /> 17 Vice Chair Hanson welcomed Commissioner Don Jensen to the Planning Commission and <br /> 18 congratulated Mr. Gray on his appointment to the City Council. He stated that he plans to attend <br /> 19 the City Retreat this Thursday at the Northland Inn noting that he also attended last year. He <br /> 20 stated that he is looking forward to the retreat and will report back to the Commission at their <br /> 21 February meeting. <br /> 22 Chair welcomed Mr. Jensen. <br /> 23 <br /> 24 Commissioner Jensen referenced the existing zoning and text amendment for the cemetery and <br /> 25 its accessories and asked if it would be prudent to examine whether a 3-acre PUD is appropriate <br /> 26 as a standard for the City. He stated that as a Commission, in the future they would be reviewing <br /> 27 smaller developments and would probably not find too many logical options that would total 3 <br /> 28 full acres. He explained that the numbers were determined 10 to 15 years ago and are no longer <br /> 29 relevant. He stated that this speaks to a bigger issue and seriously doubts that the Commission <br /> 30 would see a 3-acre minimum. <br /> 31 <br /> 32 Chair Stromgren agreed noting that a cursory review was done with some of the neighboring <br /> 33 cities noting that Minneapolis is a 2-acre minimum. <br /> 34 <br /> 35 Commissioner Jensen referenced the disconnect between the legal description of property and <br /> 36 Comprehensive Plan and suggested canvassing other communities. Chair Stromgren suggested <br /> 37 Hopkins and Golden Valley noting that both Cities have recently seen considerable <br /> 38 redevelopment. <br /> 39 <br /> 40 Ms. Moore-Sykes noted that at the time the current PUD standards were outlined the idea was <br /> 41 initially five acres and the Planning Commission had suggested three acres to better <br /> 42 accommodate the smaller development projects. She stated that if Quest does move forward <br /> 43 with the PUD request the Engineering department would have to review the sewer and storm <br /> 44 drainage system due to the higher density. She noted that the City is being more cautious due to <br /> 45 the infrastructure and the impact it could have on it. <br />
