for each community for each category, a city would be eligible for grants and/or loans to <br /> assist qualifying residents in the purchasing or repairing of homes. <br /> Low-Income Housing - Income based housing specifically for those that meet the <br /> poverty definition. <br /> Affordable Housing - Housing that is deemed affordable based on various factors <br /> related to income. <br /> Life Cycle Housing - Housing that is specifically designed for various stages of <br /> life. This is usually a term that generally and broadly describes the housing stock of a <br /> community that can accommodate young families just "starting out", larger families <br /> with school-aged children, empty-nesters and seniors. <br /> Livable Communities - A designation given to a community that provides a <br /> variety of housing that meets the needs of all its residents. <br /> Housing Stock - All of a community's available residences. <br /> Zoning Maps - Maps that show the various zoning districts in the City. This map is different for <br /> every City as are the names and requirements for each Zoning Districts. <br /> 60-Day Rule - Minnesota Statute that requires all land use and zoning applications to be <br /> decided within 60 days of the filing of a complete application. This means that the public <br /> hearing and Council decision on the application has to be done within 2 months. Under <br /> certain circumstances, the City is allowed to request an extension from the applicant. If the <br /> City takes no action within the 60 days, the request is automatically granted. The City has <br /> no recourse to change or affect the decision if this happens. <br /> As a result, we take land use and zoning applications very seriously. It is imperative that the <br /> Zoning Administrator (me) reviews the application before it is accepted. Once the <br /> application is accepted, the 60-day clock begins. <br /> HAPlanning\Misc.
